Creation of Senior Citizens Hospital in Novaliches sought

MANILA, Jan. 3 — A lawmaker is seeking to establish a public hospital for the senior citizens of the 5th District of Quezon City to effectively deliver health services to the elderly in the area.

Rep. Alfredo D. Vargas III (5th District, Quezon City) said the local government of Quezon City has implemented measures to provide quality health services for the senior citizens but more steps may be taken to ensure that the elderly are provided with the needed medical attention.

Quezon City is home to over 330,000 senior citizens of the country. At present, the local government has mandated the city’s 15 public hospitals to set up a ward exclusively for the elderly so they won’t be inconvenienced being crammed with other sick patients. But more needs to be done,” Vargas said.

In pushing for his proposal contained in House Bill No. 6276, Vargas cited the right of every citizen to health as provided in Article XIII, Section 7 of the 1987 Philippine Constitution.

“The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost. It is therefore a policy of the State to make quality health services accessible to everyone, especially to the underprivileged senior citizens,” Vargas said.

Under Vargas’ proposal, a senior citizens hospital in Novaliches shall be established under the supervision of the Department of Health (DOH).

The measure requires a 50-bed-capacity hospital for the primary benefit of senior citizens in the 5th District of Quezon City, to be known as the Novaliches Senior Citizens Hospital.

The Novaliches Senior Citizens Hospital shall provide professional medical services with particular concentration on diseases and health problems of the elderly and shall likewise provide regular counseling and therapy for the total recovery of elderly parents.

The DOH shall promulgate rules and regulations as may be necessary to carry out the effectiveness of the proposed Act.

The amount necessary to carry out the provision of the proposed Act shall be included in the General Appropriations Act of the year following the enactment into law and every year thereafter. (PNA)
