TACLOBAN CITY, Oct. 7 – Reconstruction of government facilities in at least 109 villages in "Yolanda"-ravaged provinces in eastern Visayas are on track and will be completed in mid-2016, the Department of Interior and Local Government said.

DILG Regional Director Pedro Noval said of the 1,648 facilities, 841 are under procurement process, 376 are under detailed engineering design preparation, 289 are ongoing, 109 are completed, and 33 still needs complete project proposals.

These projects include village halls, day care centers, and community centers.

“Our strategy is to download the money to LGUs (local government units) because we believe in their capability to implement these projects,” Noval said.

Typhoon-ravaged communities in Eastern Visayas got more than PHP930 million outlay for RAY batch 2, covering 57 villages.

For RAY batch 1, which focuses on town government facilities, almost all projects are complete except in Tacloban City; Guiuan in Eastern Samar; and Tanauan, Alangalang, Jaro, and Julita in Leyte.

RAY is the government’s strategic plan to guide the recovery of the economy and livelihood in the affected areas.

Its objective is to restore the economic and social conditions of these areas to pre-typhoon levels and to a higher level of disaster resilience.(PNA)
