MANILA, May 1 — Commission on Elections Chairman Sixto Brillantes, Jr. will be attending the Final Testing and Sealing (FTS) of the Precinct Count Optical Scan (SCAN) machines in a public school in Pasay City Thursday.

The FTS at the Gotangco Elementary School in Pasay City is ahead of the scheduled FTS of the close to 78,000 clustered precincts, set on May 6.

Section 12 of Republic Act 9369 requires the FTS of the PCOS machines by the Board of Election Inspectors at least three to seven days before Election Day.

Aside from FTS in the National Capital Region, he noted that some provinces have also asked permission to conduct the FTS in advance.

“It was agreed upon that once the election paraphernalia, including the PCOS arrive and the BEIs are ready, they can already push through with the FTS,” he added.

Under the FTS, 10 ballots will be fed to every PCOS machine, which will conduct an automated count of the votes.

The BEIs will also conduct a manual count to assess the accuracy of the PCOS count.

After the process, the PCOS machines will be sealed with finality and will only be opened on May 13, Election Day. (PNA)
