San Pablo City taxpayers get 10% discount for early payments

SAN PABLO CITY, Laguna March 7 — This city offers a ten percent promotional discount for taxpayers who pay their real property assessments early on or before March 31.

San Pablo City Treasurer Fredalyn Rubio has advised the city’s real estate property owners and administrators to avail of the discounted rate provided for under Section 251 of the Local Government Code of 1991 or Republic Act No. 7160.

Long queues of taxpayers are common among local government treasury offices, as real property taxpayers comply with Section 250 in the Local Government Code for payment in four installments without interests on the basic real property tax and additional tax for Special Education Fund (SEF) due accordingly.

And these are partly caused by tax assessments that involve penalties for tax payment overdue, prior year delinquencies, interests and computations for the installment scheme. However, only after said delinquencies are settled that tax payments may be credited for the current period.

Under the law, installment dates are scheduled on or before March 31, June 30, September 31 and December 3,respectively, although this shall not include special levy which payment is subject to an ordinance passed by the local legislative council or the Sanggunian.

Rubio however pointed out that Section 251 provides tax discount for advanced prompt payment, “if the basic real property tax and the additional tax accruing to the SEF are paid in advance in accordance with the prescribed schedule of payment as provided under Section 250, the Sanggunian concerned may grant a discount not exceeding twenty percent (20%) of the annual tax due.”

The city treasurer urged real property taxpayers to pay on time and avoid penalties as she elaborated that if the lot is taxable at P 2,000 inclusive of the Special Education Fund (SEF), its property owner or administrator only pays P 1,800 with the P 200 discount.

On the other hand, she explained that a lapse in payment after March 31 incurs the tax interest of 8% for payment overdue as penalty which means that the taxpayer is charged the P 2,160 payable.

Rubio also reminded the city’s taxpayers to coordinate with the City Treasurer’s Office Land Tax Division One-Stop-Processing Center for assistance and notices on the dates of tax payments including computations for the real property tax payments on installment basis. (PNA)
