MANILA, March 17 Philippine officials in Japan have finally touched base with Filipinos affected by Fridays earthquake-triggered tsunami in northeast Japan, finding some "safe" at evacuation centers, but with still no concrete information if any of the estimated 4,500 Filipinos in the northeast Tohoku Región is a casualty of the twin disasters.
