Hostage crisis review committee to summon negotiators

MANILA, Aug. 30 – Department of Justice (DOJ) secretary and concurrent hostage crisis review committee chair Leila De Lima announced that all negotiators in last week's Luneta Grandstand stand-off will be summoned to appear before the body this coming Wednesday.

De Lima, in a statement, said negotiators will be questioned on whether they observed proper hostage negotiation procedure when dealing with hostage-taker, Senior Insp. Rolando Mendoza, last Aug. 23.

Invited for questioning are incumbent Manila Mayor Alfredo "Fred" Lim, Vice-Mayor Francisco "Isko" Moreno, and other negotiators connected to the Manila Police District.

De Lima said she expects all of those individuals to appear during the committee hearing this coming Sept. 1.

As this developed, one of two police negotiators who handled the Luneta Grandstand hostage stand-off has urged the Philippine National Police (PNP) to review its hostage negotiation and management policies.

Supt. Orlando Yebra made this announcement due to lack of coordination between ground commanders and people below them.

He added that the PNP should determine the specific roles of the members of its crisis committee as well as improve coordination when various police agencies and units respond to a crisis. (PNA)
