PPCRV supports the abolition of SK‏

MANILA, Aug. 16 — The Parish Pastoral Council for Responsible Voting (PPCRV) expressed support for the abolition of the Sangguniang Kabataan (SK).

Henrietta de Villa, PPCRV chairperson said they support the proposal to abolish SK but they want a youth representative to be elected in the Barangay elections on October 25, 2010.

“We support the scrapping of the SK but on the condition that one youth representative is elected in the barangay elections to sit in the barangay council,” she said.

She said, “In that way, the youth will be mainstreamed with the barangay affairs because the SK didn’t have much activity that will really improve the lot of the whole community and even the youth affairs.”

She said that that based on their observations on the ground that SK becomes the “entry” of political dynasties.

On Thursday, the Department of the Interior and Local Government (DILG) submitted a draft measure to Malacañang calling for the abolition of the Sangguniang Kabataan (SK) and the election of a youth representative in the October 25 elections.

DILG Secretary Jesse Robredo said the draft measure will seek to repeal Section 423 to 439 of the Local Government Code that will, in effect, totally abolish the Katipunan ng Kabataan or the SK., and the amendment of Section 387 (a) and 390 of the same Code to include a youth representative in the barangay who will be elected at large by the youth aged 15 years old but less than 18 years old during the barangay elections.

The draft measure is expected to be certified as urgent or a priority bill by the President. (PNA) LOR/FGP/utb
