EU, DILG launch 'building alliances' book

MANILA, July 27 — A practical book for local government units in forging and strengthening alliances for development and inter-local cooperation will be launched Tuesday afternoon by the European Union (EU) delegation in the Philippines, in ceremonies attended by EU ambassador Alistair MacDonald and Department of Interior and Local Governments Secretary Jessie Robredo.

The book titled, "Critical Ingredients in Building and Sustaining Inter-Local Cooperation" is prepared by the Sub-Working Group on Inter-Local Cooperation of the Philippine Development Forum's Working Group on Decentralization and Local Governance.

Presented are practical experiences from 26 local governments’ alliances in the Philippines in cooperating towards common development goals.

It tackles key ingredients needed to set up and consolidate inter-local cooperation arrangement, with special attention given to the legal, institutional and financial arrangements behind any alliance.

The book says there is no “single recipe” solution for building an alliance, but the group emphasizes that this is meant to be a practical reference guide for starting up and consolidating inter-local cooperation, and the analogy of getting the proper balance of ingredients is best left to the alliances themselves.

Also attending the launch are DILG Undersecretary Austere Panadero, officials from aid agencies of foreign governments, namely GTZand CIDA, and the Philippine Development Forum and other development partners.(PNA)
