MANILA, Aug. 28 — Philippine National Police Director General Jesus A. Verzosa has ordered the PNP Highway Patrol Group to initiate programs to enhance road safety measures in the Southern Tagalog area.

The PNP chief issued the order in support of overall efforts to prevent further occurrence of serious vehicular accidents similar to the recent collision between two passenger buses in Lucena City that killed 12 persons and injured 40 other passengers.

Verzosa and Department of Interior and Local Government (DILG) Secretary Ronaldo V. Puno went to Lucena City today for an ocular inspection of the site of the road mishap along the Lucena City Diversion Highway in Barangay Dumawit.

Puno instructed Verzosa to establish closer coordination with government agencies that are mandated with law enforcement and regulatory functions on transportation safety such as the Department of Transportation and Communications (DOTC), Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB).

Puno emphasized that the role of the PNP in this overall effort on road safety is limited only to coordination and active support to the concerned government agencies.

With this guidance from the DILG secretary and National Police Commission (Napolcom) chairman, Verzosa instructed Chief Supt. Orlando Mabutas, director of the PNP-HPG, to assist in this effort by conducting road safety inspection along the stretch of the Manila South Road from the South Luzon Expressway to the Bicol Region.

Verzosa instructed the HPG to exercise its road safety function by ensuring safety along the national highways, especially in the gateway to the Bicol Region and the Visayas via the Strong Republic Nautical Highway.

According to Mabutas, the HPG is implementing remedial measures such as the installation of road safety banners and the establishment of HPG Motorists Safety Control Points manned by HPG-supervised Force Multipliers deployed in strategic locations along the national highways.

The HPG Motorists Safety Control Points shall serve as distribution points for leaflets, flyers and information materials on safe driving to inform motorists of the road condition ahead, and putting up of precautionary and informative signages and warning signs to ensure safe travel of the public, Mabutas said.

In Lucena City, the HPG established a Motorist Safety Control Point in a major intersection along the Diversion Road in Barangay Dumawit manned by operatives of the Regional HPG Unit in Calabarzon under Sr. Supt. Antonio Gardiola.

The HPG will also review its mandate on road safety and coordinate closely with other agencies such as the Department of Public Works and Highways (DPWH), local government units (LGUs), non-governmental organizations (NGOs), and motorists' organizations and automobile clubs to promote road safety to avoid accidents.
