DPWH to audit completed infra projects

MANILA, June 30 –Public Works and Highways Secretary Hermogenes Ebdane Jr. on Tuesday directed department officials to monitor and evaluate all completed projects which entailed not less than P500 million.

Ebdane signed Department Order No. 29, which ordered all concerned Department of Public Works and Highways (DPWH) officials to conduct Benefit, Monitoring and Evaluation (BME) of completed projects costing P500 million and above.

Ebdane said conducting BME for all State of the Nation Address (SONA) projects would measure their effectiveness and impact in line with President Gloria Macapagal-Arroyo's desire to achieve unprecedented economic growth and boost national development to meet the goals of the government.

The monitoring and post-evaluation will be performed by the personnel of the DPWH regional and district engineering offices with the assistance of the Planning Service office.

The BME reports said that SONA projects should be submitted one month after completion date, or on February 2010, whichever comes first; and so with the other infrastructure projects.

"These roads, bridges and flood control structures will not only serve as facilities that will enhance the living condition of the people in communities but will also complement the national government's efforts to build strong foundation of economic development by improving the country's infrastructures," said Ebdane.

He also said that the directive was timely to guarantee that all completed projects served their purpose to benefit people within the area of the said projects.

"It is our way of ensuring that DPWH is doing its mission to provide and manage quality infrastructure facilities and services responsive to the needs of the Filipino people in pursuit of national development objectives," Ebdane said. (PNA)
