Comelec orders Smartmatic to demonstrate machines Wednesday

MANILA, May 26 – The Commission on Elections (Comelec) has ordered the Smartmatic/TIM consortium to prepare its machines for demonstration on Wednesday, May 27.

This, as the Special Bids and Awards Committee (SBAC) issued a four-page Omnibus Resolution declaring the company as the single complying calculated bid.

“We therefore order that Smartmatic undergo post qualification proceedings immediately and that its machines be forthwith tested to determine compliance with the criteria set for one worthy of this historic leap in Philippine elections,” part of the resolution reads.

The committee, however, said that they will still accept the motion to be filed by AMA/ES&S.

“Wherefore, without prejudice to the motion that AMA/ES&S will file, the SBAC now declares Smartmatic/TIM as the bidder that has submitted the single complying calculated bid,” the resolution said.

According to SBAC chairman Atty. Ferdinand Rafanan, the demonstration of the Precinct Counting Optical Scan (PCOS) machines will start at 10 a.m. on May 27.

The AMA consortium is set to file their motion tomorrow and the SBAC will have seven days to come up with the resolution, but according to Rafanan they will not use the seven days, as they want to rule on it as soon as possible.

He noted that the technical group will be preparing the ballots to be used for Wednesday’s demonstration and to test the capability of the machines in counting the ballots.

Rafanan added that they will be using fake and real ballots to see if the machines could detect both original and counterfeit ballots.

The SBAC head admitted that the demo stage is the last stage of the bidding process after which they will recommend the winning bidder to the Commission en banc.

The winning bidder will be providing 80,000 machines to be utilized in the May 10, 2010 national and local polls. (PNA) LAP/FGP/utb
