MANILA, Oct. 6 (PNA) — The Office of the Ombudsman (Ombudsman) has found probable cause to indict former Cagayan de Oro city mayor Vicente Emano for his willful refusal to implement a final and executory decision of the Civil Service Commission (CSC), in violation of Section 67, Book V of Executive Order 292, or the "Revised Administrative Code of 1987".
