			<content:encoded><![CDATA[<p>CEBU CITY, Feb. 10  &#8211; Microsoft Philippines introduced MSI-ECS as its official market development partner in Central Visayas to aid them in expanding their coverage and better serve small and medium enterprises in the region.</p>
<p><span id="more-91995"></span>
<p>Bernadette Nacario, small and midmarket solutions and partners director of Microsoft Philippines, said in press conference that the company had seen the growth of cities outside of Metro Manila and decided to align its growth with that of the country.</p>
<p>&#8221;Microsoft has always been about helping the country. We want to help businesses transform using technology and it makes sense to expand geographically,&#8221; she told reporters.</p>
<p>Nacario said the geographical expansion program would aid small and medium businesses, who are their partners in selling Microsoft products, in boosting their productivity and to be able to better connect with Microsoft customers.</p>
<p>Nacario identified the cities of Cebu, Davao and Iloilo as the centers of their expansion program, with MSI-ECS being the main partner for Cebu and Central Visayas.</p>
<p>She said that through MSI-ECS, resellers of Microsoft products can easily reach out to them so the can ask for resources to develop more customers and sellers of their products.</p>
<p>MSI-ECS president and chief executive officer Jimmy Go said this company already distributes brands that work in line with Microsoft such as HP, Dell, Samsung, Lenovo, Asus, Acer, Sony and Samsung.</p>
<p>The expansion project includes marketing events like roadshows, technology learning sessions and product updates.</p>
<p>Will Knight, Microsoft online sales manager for Asia Pacific, said this program will allow them to showcase other Microsoft products beyond the Microsoft Office suite.</p>
<p>He said people who participate in these activities would realize they also offer products in virtualization and communication.</p>
<p>Apart from Indonesia, Malaysia and Vietnam, Knight said the Philippines was considered one of the areas with a high potential market. (PNA) RMA/EB/bh</p>

			<content:encoded><![CDATA[<p>CEBU CITY, Feb. 10  &#8211; Owners and operators of electronic billboards in Cebu City have agreed to allow the Cebu City government to use the billboards in times of calamities, following the tsunami scare after the 6.9-magnitude earthquake last Monday.</p>
<p><span id="more-91996"></span>
<p>They signed a memorandum of undertaking and commitment, allowing the city to post and flash announcements and warnings on the billboards&#8217; screen.</p>
<p>&#8221;There is a felt need to assist the city during calamities knowing fully too well our capability and capacity to deliver messages and/or announcements to the people whenever there are calamities, emergencies and or disaster that might strike the city again,&#8221; they said.</p>
<p>Hours after the quake was felt, people in the downtown area ran to higher ground following false reports of an incoming tsunami.</p>
<p>&#8221;Such an incident might have been avoided and prevented had them been a means or tool to communicate to the people to inform them about the actual situation of the city at the instance,&#8221; they said.</p>
<p>Under the memorandum, the warning to be flashed on the electronic billboards must have clearance from the mayor or his authorized representative.</p>
<p>The owners and operators of electronic billboards said a template that will contain the announcement will have to be prepared by the Cebu City government, which will then be fed in their system and flashed on their screens when disaster strikes.</p>
<p>Their commitment to help the city is part of their corporate social responsibility, which also adheres to the mayor&#8217;s thrust of &#8220;bayanihan, barangayan, bolunterismo,&#8221; they said.</p>
<p>&#8221;We make this commitment conscious of our duties and obligations as concerned Cebuanos and our common desire to pursue our thrust of promoting the general welfare,&#8221; they said.</p>
<p>Electronic billboards can be found at the Fuente Osmena rotunda, Crown Regency Cebu on Osmena Blvd, and SM City Cebu, among others. (PNA) RMA/EB/re</p>

			<content:encoded><![CDATA[<p>CEBU City, Feb. 10  &#8211; Four persons from Guihulngan, Negros Oriental were transferred to the Vicente Sotto Memorial Medical Center (VSMMC) in Cebu City Thursday to receive treatment for injuries they sustained during last Monday&#8217;s earthquake.</p>
<p><span id="more-91997"></span>
<p>The victims were identified  as Marilyn Villacolar, 11; Jesselyn Anes, five; John Kenneth Sabijon, a high school student; and Marlin Flores, 33.</p>
<p>They were airlifted by the Philippine Air Force and arrived at the Mactan air base at 3:04 p.m.</p>
<p>Anes and Flores suffered fractures in the arms and leg, respectively. Sabijon was injured after he reportedly jumped out of the school building when the tremor began.</p>
<p>&#8221;These victims need tertiary care as the hospital here in Negros could not cater to their injuries,&#8221; said Nonoy Mongaya, VSMMC spokesman.</p>
<p>Last Wednesday, Felia Acabal, 33; Nicalona Mejares, seven; and a 62-year-old man who remains unidentified were also transferred to the VSMMC from Guihulngan.</p>
<p>Their injuries were critical, according o the rescue teams&#8217; initial assessment.</p>
<p>Acabal and Mejares both fractured their leg after they were hit by a firewall, while the 62-year-old was injured when a ceiling collapsed on him at the height of the earthquake, which was considered to be the strongest to hit the region in nine decades. (PNA) RMA/EB/re</p>

			<content:encoded><![CDATA[<p>TUGUEGARAO CITY, Feb. 10  &#8211; Police operatives have seized a gun and various ammunition in a gun battle in Sitio Talinganay, Barangay Lakambini, Tuao, Cagayan, police said on Friday.</p>

<p>Chief Supt. Rodrigo De Gracia, Cagayan Valley regional police director, said police operatives, led by Supt. Jay Cumigad, Cagayan Provincial Public Safety Company commander, spotted 10 suspected communist rebels.</p>
<p>Immediately, joint operatives of the 2nd Regional Public Safety Battalion, headed by Sr. Insp. Engelbert Bunagan, 1st Maneuver Company commander, and Cagayan Provincial Public Safety Company conducted combat operations at the identified hide-out of the CTs in Sitio Talingangay, Sto. Domingo, Piat, Cagayan but the suspected communist rebels scampered to different paths.</p>
<p>However, the operating troops were able to recover a Walther Uzi type Caliber 22, a magazine for Cal 22, nine rounds of ammunitions for Cal 22, three rounds of ammunition for Magnum Cal 22, a belt bag color blue and abandoned kitchen utensils with food leftovers.</p>
<p>Police initiated hot pursuit and encountered undetermined number of rebels in Barangay Mambacag, Tuao, Cagayan. They engaged in a five-minute firefight with no reported casualties on both sides.</p>

			<content:encoded><![CDATA[<p>ZAMBOANGA CITY, Feb. 10  &#8211; Thousands of residents were affected as 13 barangays in Dapitan City, Zamboanga del Norte, were submerged by flood for two days from Thursday until Friday, an official disclosed.</p>
<p><span id="more-91999"></span>
<p>Dapitan City Councilor Apple Marie Agolong disclosed Friday the flood was spawned by continuous heavy downpour that started Wednesday night and lasted until around 10 a.m. Thursday.</p>
<p>Agolong said the flood water started rising around 6 a.m. Thursday and worsened when the rivers in nearby towns swelled and overflowed toward Dapitan City.</p>
<p>Dapitan City is bounded on the east by the towns of Rizal and Sibutad, Dipolog City on the west, the towns of La Libertad and Mutia on the south and on the north by the Sulu Sea.</p>
<p>Agolong said the 13 affected barangays remained under water for two days since the flood only receded Friday morning.</p>
<p>&#8220;Wala ng baha, nagrecede na ang tubig. Putik na lang ang naiwan,&#8221; Agolong said Friday.</p>
<p>She said that in some areas, the water is neck-deep &#8220;while in other areas it is up to eight feet high.&#8221;</p>
<p>The affected barangays are Barcelona, Ba-ao, Burgos, Dampalan, Diwa-an, Ilaya, Masidlakon, Oyan, Opao, Pontungan, Polo, Sulangon, and Tamion.</p>
<p>Agolong said it was their first time to experience flood that submerged 13 of the 50 barangays of Dapitan City.</p>
<p>&#8220;The most was only Barangay Burgos gets flooded and the water recedes in few hours,&#8221; Agolong said.</p>
<p>She said that at least 10 houses were destroyed in Barangay Ilaya and they have yet to determine the worth of agricultural crops that were damaged by the flood. (PNA)</p>

<p>Dubbed as the Five Outstanding Zamboangue&ntilde;o Young Leaders (FOZYL), the award is a tribute to the exemplary character of the first and only Zamboangue&ntilde;o senator&#8211;Roseller T. Lim, and is a joint project of the city government and the Junior Chamber International (JCI) Zamboanga.</p>
<p>The FOZYL is conferred on youths who possess qualities of leadership, excellence and commitment to service epitomized by the late Sen. Lim.</p>

Isabelle Climaco-Salazar, Councilor Rodolfo Lim&#8211;nephew of the late senator, and JCI-Zamboanga president Marlo Atilano, personally handed over the plaques and cash prizes to each of the five outstanding leaders.</p>
<p>The awardees are: Ronald Csar F. Villano; Ellery Ivan Apolinario; Kevin Roy Jimera; Fatimah Al-Zahra Ditti; and, Adrian S. Uro during feting rites held at the Balrrom Hall of the Garden Orchid Hotel.</p>
<p>Villano, is a nursing student and a human rights advocate from Western Mindanao State University (WMSU).</p>
<p>He was conferred as Top 4 Activist of the Year by the Amnesty International-Philippines and was 3rd Best Adjudicator during the 20th Mindanao Parliamentary Debate.</p>
<p>Villano also served as the Head Organizer of the Bottle Run: Bottles to Win the Battle for Mommy aside from serving as President of the Nursing Debate Society and Senator of the University Student Council.</p>
<p>Apolinario is a medical student and an advocate of safe water and sanitation.</p>
<p>Apolinario&#39;s leadership experiences include serving as President of the Student Government of the School of Medicine at Ateneo de Zamboanga University (ADZU) and as Team Leader for the Community Affairs and Outreach in Mutia Zamboanga del Norte.</p>
<p>He was also declared as Best Debater during the Zamboanga Parliamentary Debate Open.</p>
<p>Jimera served as Secretary for Department of Peace, Environment, Social Action and Leadership of the El Consejo Atenista.</p>
<p>He is a recipient of several awards to include JCI Batang Lider Award, Award for Exemplary Leadership from the Department of Education and the Gerry Roxas Leadership Award.</p>
<p>He is the founder of the Books para sa KinaBOOKasan Project, a Coordinator of the Ateneo Student Leader Assembly and Head Organizer of the LIYAB Leadership Workshop.</p>
<p>Aside from being one of the Most Socially Responsible Zambaongue&ntilde;os, Jimera was also the Best Director of the Ateneo Documentary Film.</p>
<p>Ditti, the only female awardee this year, is one of the 20 Mindanaoan Youth to attend the PYLP Year 6 at Chicago, Illinois and Indianapolis, Indiana, USA.</p>
<p>She is also one of the five Filipino Youth to attend the OXFAM International Youth Partnership at New Delhi, India aside from being one of the three participants from Region 9 to be chosen as part of the official contingent for the 8th National Youth Parliament Participant in Butuan City.</p>
<p>She is one of the Top 10 Activists of the Year as conferred by Amnesty International Philippines and also Head Organizer of the Bottle Run: Bottles to Win the Battles for Mommy.</p>
<p>Meanwhile, Uro is a registered nurse and college instructor at ADZU.</p>
<p>He graduated last year as Salutatorian and Cum Laude and a recipient of the Maria Clara Lorenzo Lobregat Awards for Excellence and the Representative Erico Basilio A. Fabian Most Outstanding Students in Zamboanga City.</p>
<p>He is an outstanding student of the year with proficiency in debate, journalism and literary work who also served as Vice President of the Ateneo Debate Union for two terms and Associate editor of the Beacon News Magazine and Pacemaker Magazine.</p>
<p>The five outstanding young leaders were adjudged according to their character and leadership capacity.</p>
<p>Lobregat, in his message, expressed elation on the quality of leadership that Senator Lim exemplified and challenged the awardees to emulate the same.</p>
<p>&#8220;Senator Lim was the kind of leader who did not sell his principles, he was a leader who cannot be bought,&#8221; Lobregat said.</p>
<p>The event was graced by the family of the late senator together with some City Officials and Officers and members of JCI Zamboanga.</p>

			<content:encoded><![CDATA[<p>ILOILO CITY, Feb. 10  &#8211; Two suspected rebel insurgents were wounded in a fresh encounter between soldiers of the 47th Infantry Batallion, Philippine Army and New People&#8217;s Army (NPA) in Negros Occidental.</p>

<p>Lt. Col. Rodrigo Sosmena, 47th IB commander, said the  armed clash took place at Sitio Singiayan, Mt. Malipantao, Cauayan, Negros Occidental.</p>
<p>Sosme&ntilde;a said the Army soldiers were conducting an internal security patrol operation in the hinterlands when they chanced upon the group of armed rebels holed up in their temporary camp in the said area.</p>
<p>Exchange of gunfire between the two groups erupted that later saw the enemy withdrawing toward the forested area bringing along their wounded comrades in their escape after the 30-minute gun battle.</p>
<p>The military authorities said the armed rebels were believed to be under the leadership of a certain Commander Kumpol of the NPA operating in Southern Negros province.</p>
<p>Last month, the government forces also captured a rebel camp located in the hinterlands of Brgy. Camindangan, Sipalay City, also in southern Negros where a red fighter was killed and several others were wounded during the ensuing gun battle.</p>
<p>The rebel camp was believed to be used as temporary training ground by cadres of South West Front Committee under the leadership of a certain Bernard Alvarez.</p>
<p>Seized from the camp were an M16 rifle with two short magazines loaded with live ammunition, military and civilian back packs, jungle hammocks, medical kits, cellular phone, kitchen utensils, personal belongings and subversive documents.</p>
<p>Sosmena said the armed clash has pre-empted enemy plans to intensify their tactical offensives in Negros targeting telecommunication sites, mining companies and other soft targets in order to attain its national goal of strategic stalemate in the future years. (PNA)</p>

			<content:encoded><![CDATA[<p>DAVAO CITY, Feb. 10  &#8211; The Local Civil Registrar (LCR) here will add 10 more schools as venues for free registration of civil documents to achieve its 100-percent registration rate in Davao City.</p>

<p>Lawyer Leo Anthony Braceros, chief of the Local Civil Registrar (LCR) here, said they have already informed the Department of Education (DepEd) in the Davao Region of their plan to amend their memorandum of agreement (MOA) on the additional off-site registration venues.</p>
<p>He said the city&#39;s project dubbed &quot;Sa Paaralan Ko, Pwede Ng Magparehistro&quot; is part of the celebration of the Civil Registration Month this February.</p>
<p>Earlier, Braceros said two MOAs were entered into between the City Government and DepEd-Davao, where 20 schools have been identified as civil registration venues for birth, marriage and death.</p>
<p>He said majority of these schools are in the second and third districts of the city where most of the city&#39;s remote barangays are located.</p>
<p>The off-site civil registration project of the city started last year and will continue until the city can achieve the 100 percent registration rate. However, the list of additional schools is yet to be finalized by the LCR, he said. (PNA) LAP/Anthony S. Allada/ldp</p>

			<content:encoded><![CDATA[<p>DUMAGUETE CITY, Feb. 10  &#8211; The Philippine National Red Cross has delivered more relief goods to earthquake victims in the northern towns of Negros Oriental, with the worst-hit Guihulngan City as the priority area.</p>
<p><span id="more-92003"></span>
<p>Louella Bael, head of the Red Cross local chapter, led a team of volunteers on Thursday to deliver the relief items to Guihulngan on board the Philippine Coast Guard&#8217;s Search-and-Rescue Vessel (SARV)-003, the BRP Davao del Norte.</p>
<p>Included in the delivery were 500 food packs, each consisting of five kilos of rice and five cans of sardines; 500 jerry cans of water; 1,000 mats; 1,000 blankets; 1,000 bottled water (1000 ml each); 30 tents and a large rub hall tent that can accommodate 100 beds.</p>
<p>The rub hall tent is intended for patients at the Guihulngan District Hospital that are currently temporarily staying outside in makeshift tents after the hospital building incurred cracks following the magnitude 6.9 earthquake that struck many parts of Negros Oriental and other areas in the Visayas last Monday.</p>
<p>Also brought were 20 drums of gasoline and 20 drums of diesel fuel for use by the Emergency Rescue Unit of the national headquarters, the Ambulance Unit in Bacolod and the Rescue Group in Iloilo, all of the Philippine Red Cross. These groups have been tasked to distribute the relief goods to earthquake victims.</p>
<p>Meanwhile, the International Committee of the Red Cross (ICRC) and the International Federation of Red Cross and Red Crescent (IFRC) are expected to send relief assistance to the disaster-affected areas on Friday.</p>
<p>The goods are to be transported via Bacolod City in Negros Occidental to Guihulngan as the latter could not be accessed from Dumaguete City after roads and bridges had been destroyed by the earthquake.</p>
<p>The ICRC and IFRC have promised to send one unit water treatment equipment, two bladder tanks that can each hold 10,000 liters of water, one unit power generator set, one unit tower light, two electric fans and six rubber boats, said Bael.</p>
<p>Medical supplies and emergency medicines from the ICRC are also expected for the Guihulngan District Hospital on Friday.</p>
<p>Two patients were also airlifted on Thursday by the local Red Cross to nearby Cebu for treatment. (PNA) LAP/ JFP</p>

			<content:encoded><![CDATA[<p>DUMAGUETE CITY, Feb. 10  &#8211; The Department of Trade and Industry (DTI) will be holding a Calamity Diskwento Caravan at the National Food Authority compound in Guihulngan City, Negros Oriental beginning Saturday in the wake of the devastation wrought by Monday&#8217;s magnitude 6.9 earthquake that struck the province and other parts of the Visayas.</p>

<p>The move comes after it was learned that despite the DTI&#8217;s urging store owners in Guihulngan City to open shop and sell basic consumer goods to the public, said Angeline Gonzalez of the provincial DTI office based in Dumaguete City.</p>
<p>According to Gonzalez, store owners in Guihulngan City have refused to open their business establishments due to damaged stores or fear, phobia and trauma from the earthquake that has left Guihulngan in an unprecedented sorry state.</p>
<p>Guihulngan City is suffering from power blackout, lack of food and water, and medicines. It incurred the heaviest damage among areas in Negros Oriental with residential and business establishments, roads, bridges and ports partially or totally damaged.</p>
<p>The DTI has invited selected distributors to sell directly to the consumers at distributor&#8217;s price.</p>
<p>Participating distributors in the caravan are Virginia, Sebastian Marketing, Inc., Dumaguete Prompt Enterprises and Consuelo.</p>
<p>Island Merchants and Nature&#8217;s Spring will also be joining the caravan.</p>
<p>Items to be sold at distributor&#8217;s price include canned goods like meat loaf and beef loaf, coffee strips, cooking oil, macaroni pasta, detergent powder and bar, beauty soap, baby diapers, biscuits, cereals, noodles, sardines and batteries, among others. (PNA)  LAP/JFP</p>

<p>Close to 650 entries from 11 schools in the towns of Talayan and Datu Piang, two Maguindanao towns where soldiers and Moro rebels figured in bloody clashes in the past, joined the contest dubbed as &quot;Let&#39;s Paint for Peace.&quot;</p>
<p>Organizers said the contest was limited to the two towns as the initial pilot activity of &#8220;a series of peace activities designed not only to broaden the support base for peace process through the inclusion of children and young people, but also to introduce new energy and different perspective to the peace process.&#8221;</p>
<p>It was an initiative of EU monitors of the Humanitarian, Rehabilitation and Development Component (HRDC) of the International Monitoring Team (IMT), in cooperation with DepEd-ARMM and non-government organizations (NGOs) that make up the Civilian Protection Component (CPC) of the IMT.</p>
<p>Twelve out of the 646 paintings anchored on the theme &#8220;Dreaming of Peace in My Barangay&#8221; were selected to receive major and special awards, according to Susan Robertson, head of the IMT-HRDC.</p>
<p>Robertson said the children, aged 10 to 12 years old, were encouraged to depict their views of a peaceful community through their painting.</p>
<p>The winning pupils, including all participating schools, were given commemorative plaques and the paintings serve as the centerpiece of a 2012 calendar produced to promote peace from a child&#8217;s perspective.</p>
<p>Hataman congratulated the winners as well as organizers of the competition.</p>
<p>&#8220;The activity&#8217;s theme not only expresses the children&#8217;s dreams but also the collective aspiration of ARMM,&#8221; Hataman said.</p>
<p>Hataman underscored anew that peace and security is one of the three pillars of his transitional reform governance which includes reinstitution and activation of peace and security bodies, formulation of regional internal security plan and the regulation of loose firearms towards dismantling of private armed groups.</p>
<p>&#8220;The need to reform ARMM is one step towards the realization of peace,&#8221; Hataman said.</p>
<p>&#8220;While our children paint our dreams so beautifully, we must endeavor to make it a reality,&#8221; he said.</p>
<p>Ambassador Guy Ledoux, EU head of delegation, also lauded organizers and participants of the activity.</p>
<p>&#8220;(It) reminds us what the ultimate objective of the peace process is and most importantly for whom it is intended,&#8221; Ledoux said.</p>
<p>&#8220;Therefore, let us all be reminded that what is at stake here is not to broker a peace agreement, not even to achieve peace, but to improve the lives of all the people of Mindanao and the Philippines who deserve to be free from fear, free from want and free to act on their own behalf,&#8221; Ledoux said.</p>
<p>Ledoux also announced EU&#8217;s P180-million assistance program to civil society organizations (CSOs) engaged in peace building and monitoring. He also declared their continuing support to NGO-members of IMT&#8217;s CPC as well as those who act as informal coordinator of the International Contact Group (ICG).</p>
<p>He said that EU stands ready to extend assistance even after the signing of the peace agreement &#8220;as many challenges will still remain to ensure that peace in Mindanao is lasting.&#8221;</p>
<p>He added: &#8220;Promoting peace amongst other values such as respect for human rights, the rule of law, and democracy, is one of the core objectives of the EU as a legacy of our history.</p>
<p>Joining Hataman and Ledoux during the awarding ceremonies were Moro Islamic Liberation Front (MILF) peace panel chair Mohaqher Iqbal and member Yasmin Busran-Lao, GPH peace panel member Prof. Miriam Ferrer, ARMM OIC Vice Governor and concurrent DSWD-ARMM Secretary Bainon Karon, ARMM Executive Secretary Anwar Malang and IMT Deputy of Mission Admiral Mohamad Adib Bin Abdul Samad. 			<content:encoded><![CDATA[<p>CITY OF SAN FERNANDO, Pampanga, Feb. 10  &#8212; An official from Pampanga Police Provincial Office (PPPO) said that they are aiming to plant at least 10 million trees by 2013.</p>
<p><span id="more-91930"></span>
<p>Police Superintendent Jhoanna Rosales, chief operations branch of the PPPO, disclosed that every member of the Philippine National Police (PNP) in the province is obliged to plant six trees every month.</p>
<p>In a span of a year, every policeman should plant 72 trees, she said.</p>
<p>Rosales said this continuing tree planting activity is the share of the PNP in the National Greening Program of Aquino administration.</p>
<p>In a related development, the PPPO is set to celebrate its 21st founding anniversary on Monday.</p>
<p>&quot;What we will celebrate is the transition of the Integrated National Police into PNP,&quot; Rosales said.</p>
<p>Among the highlights of the Monday&#39;s celebration is the n is the  signing of a manifesto to strengthen its tree planting program to ensure that the activity is in conjunction with the national greening program.</p>
<p>Aside from this, local police here will also showcase its capabilities in addressing the needs of the Kapampangan in various situations.</p>
<p>The PPPO will also honor and recognize the contribution of individuals and groups who have been helpful to police in ensuring peace and order situation in the province. (PNA)</p>

			<content:encoded><![CDATA[<p>BACOLOD CITY, Feb. 10  &#8211; The Provincial Government of Negros Occidental here has allocated P5 million assistance to the quake victims in Negros Oriental.</p>
<p><span id="more-91931"></span>
<p>The Sangguniang Panlalawigan has passed Wednesday a resolution allocating P5 million assistance to the earthquake victims, according to Board Member Salvador Escalante, chairman of the Committee on Finance.</p>
<p>The amount will be utilized to purchase foodstuff and goods and will be brought to the affected areas by the Provincial Social Welfare Development Office on Monday.</p>
<p>On the other hand, third district Representative Albee Benitez said he will file a resolution at the House of Representatives asking other congressmen to contribute to help the victims of the earthquake.</p>
<p>Benitez has personally contributed P500,000 and another P500,000 was chipped in by other members of the House. The assistance will be coursed through the Department of Social Welfare and Development (DSWD).</p>
<p>He said Rep. Jocelyn Limkaichong has asked for help, as most of the affected areas are within her district. (PNA)</p>

			<content:encoded><![CDATA[<p>BATANGAS CITY, Feb. 10  &#8211; Police on Friday said that three people facing drug charges in a local court were shot dead by still unidentified suspects in Nasugbu town Thursday afternoon.</p>
<p><span id="more-91932"></span>
<p>In a report to Sr. Supt. Ramon Acio, Batangas police provincial director, Senior Inspector Nilo Nico Maitim, Nasugbu police chief, identified three of four victims as Felipe Garcia Torio, 55; Lydia de Vera Torio, 55; and Arnold Baldomino Dulay 35, all of whom died on the spot.</p>
<p>Maitim said another victim Alejandro Torio de Vera aka Andrew Torio who sustained gunshot wounds in different parts of the body was rushed to the Apacible Memorial District Hospital in Nasugbu town.</p>
<p>He said that at around 12:30 p. m. Thursday, the victims were traversing along sitio Sagbat in Barangay Lumbangan, Nasugbu after attending a court hearing at Branch 14 of the Regional Trial Court when four unidentified suspects on board an vehicle of unknown type and model, fired at them, resulting in the death of three victims and wounding of another.</p>
<p>The suspects fled to an unknown direction, Maitim said, adding the police recovered from the crime scene 41 spent shells from a caliber .45 pistol.</p>
<p>Joint elements of the the Batangas police provincvial office and the Nasugbu Police station launched a manhunt against the suspects, Maitim said.   (PNA)</p>

			<content:encoded><![CDATA[<p>DAVAO CITY, Feb. 10  &#8212; A Japanese firm donated 18 computer units to the Davao City Police Office (DCPO) for its electronic blotter (e-Blotter) project recently launched in this city.</p>
<p><span id="more-91933"></span>
<p>Sr. Supt. Ronald M. dela Rosa, DCPO chief, said the computers from the Nakayama Group of Companies will be distributed to the 12 police stations.</p>
<p>Dela Rosa said all police stations in the city will have computer unit each in order to implement the e-Blotter system. This will provide transparency in the police community and is one way of enhancing the crime reporting system in the country for effective law enforcement, which requires comprehensive, adequate and timely information on crimes.</p>
<p>The main goal for the e-Blotter is to get a daily update on what is really happening on the ground, particularly in every police station, he said.</p>
<p>Dela Rosa said the e-Blotter system is designed as a stand-alone system that will be installed in all police stations as means of reporting and monitoring all crime incidents that transpired within the respective areas, as well as results and records of investigation.</p>
<p>The system, also known as Crime Incident Reporting System (CIRS), is not only facilitate crime documentation but will also present quick and reliable transmission of crime information from the police stations to the regional offices and to the Philippine National Police (PNP) headquarters in Camp Crame.</p>
<p>Dela Rosa also assured that the e-Blotter system will become an effective management tool for all the commanders in decision-making, in formulating anti-crime strategies, and in the deployment of their personnel. This new system is said to be a cost-free project since the software is being developed locally by programmers of PNP, and only police stations are allowed to install the software.</p>

<p>Congressman Erinio &#8220;Ayong&#8221; Maliksi of Imus, said officials of his district including those of Bacoor district under Congresswoman Lani Mercado-Revilla, are set to conduct referenda in their towns as soon the President signs the cityhood measures, which were passed by the bicameral committee recently.</p>
<p>Maliksi told newsmen the referendum could take place in March if Aquino approves the measure this week, adding Bacoor would also hold its own referendum as soon as the President signs its cityhood measure. &#8220;We will hold the referendum next month once the President approves the measure,&#8221; Maliksi said, adding that with the development, the historical Imus is virtually only a step away from becoming a city.</p>
<p>He said the referendum is the last prerequisite before a town could become a city.</p>
<p>Maliksi said neighboring Imus and Bacoor will be officially called cities after the two districts get the &#8220;yes&#8221; votes of their electorate in a referendum.</p>
<p>The Bicameral Conference Committee on the cityhood of Bacoor and Imus, jointly chaired by Senator Ferdinand &#8220;Bongbong&#8221; Marcos, Jr. and Negros Oriental 2nd District Rep. George Arnaiz, passed the related bills filed in the Senate and House of Representatives with the adoption of all proposed amendments, Maliksi said.</p>
<p>He said that Marcos, chairman of the Senate Committee on Local Governments, revealed  that the measure was approved after Imus and Bacoor complied with all the requirements to become cities.</p>
<p>Maliksi said the cityhood measures of Bacoor and Imus have been pending in Congress for many long years.</p>
<p>He said that Imus, the official capital of Cavite, and Bacoor, the so-called &#8220;gateway&#8221; of the province, will become the fifth and sixth cities after Cavite City, the former provincial capital;  Trece Martires, seat  of the provincial government; Tagaytay City, the No. 1 tourist destination in the province;  and Dasmarinas City, Cavite&#8217;s most populated community.</p>
<p>Maliksi, however, said the position of Imus and Bacoor as fifth or sixth cities would depend on which between these towns gets the first mandate in a plebiscite.</p>

Bucayu formally opened a three-day seminar-workshop on Basic Life Support with Mass Casualty Incident Management Training Wednesday (February <img src='http://balita.ph/wpress/wp-includes/images/smilies/icon_cool.gif' alt='8)' class='wp-smiley' /> at the Concord Building here.</p>

<p>Spearheaded by the PNP Regional Health Service 1 (RHS1) under Superintendent Raymund Calano, the training enrolled a total of 61 participants, consisting of 50 PRO1 personnel and 11 civilians.</p>
<p>Of the police participants, 28 are from the 1st Regional Public Safety Battalion, 16 from the La Union Police Provincial Office, five  from RHS1, and one from the Regional Headquarters.</p>
<p>The civilian participants include two personnel of the Poro Point Mining Corporation and nine employees of Holcim Corporation.</p>
<p>They underwent instruction on giving emergency care, respiratory arrest and rescue breathing, foreign body airway obstruction management, cardiac arrest and cardio-pulmonary resuscitation (CPR).</p>
<p>The training also includes lectures and demonstrations on soft tissue and musculo-skeletal injuries, bandaging, splinting, lifting and moving, packing and transport, and mass casualty incident (MCI) management.</p>
<p>The seminar-workshop was initiated in cooperation with the Holcim Corporation and the Ilocos Training and Regional Medical Center (ITRMC) as partners.</p>
<p>ITRMC also provided doctors and other medical professionals that complemented RHS1 personnel who acted as training instructors/facilitators.</p>
<p>Mario Ortega, La Union Provincial Administrator, who was the guest of honor and speaker during the opening ceremony, underscored the importance of the training, which will &#8220;equip the participants with necessary knowledge and skills to properly respond during disasters and calamities, and enhance their readiness in saving other people&#8217;s lives.&#8221; (PNA) LAP/Lvm/lvmicua/rma</p>

			<content:encoded><![CDATA[<p>ZAMBOANGA CITY, Feb. 9  &#8211; The regional office of the Land Transportation Office (LTO) has registered an increase of P33 million in its revenue collection last year compared to that in 2010, a top LTO official announced Thursday.</p>

<p>LTO Regional Director Aminola Abaton said that his office collected a total of P302.5 million last year which is higher by P33 million compared to the P269.5-million revenue collection in 2010.</p>
<p>Abaton attributed the increase in the collection of revenues by his office to the recorded increase in the number of motor vehicles registration.</p>
<p>Abaton said the number of motor vehicles registered last year was higher by 55,007 compared to that registered in the previous year.</p>
<p>The number of motor vehicles registered in 2011 totaled 376,453 which is higher by 55,007 compared to 321,446 registered in 2010, Abaton added.</p>
<p>Aside from that, Abaton said that the number of driver&#39;s license issued by his office increased by 4,094.</p>
<p>The issuance of driver&#39;s licenses is one of the revenue sources of the LTO, he said.</p>
<p>The number of driver&#39;s licenses issued last year totaled 170,153 which is higher by 4,094 than the 166,059 licenses issued in 2010.</p>
<p>Meanwhile, Abaton said that his office has recorded a total of 16,460 cases in 2011, higher by 372 cases compared to the 16,088 cases in 2010 as far as enforcement of the Traffic Code of the Philippines and other traffic laws are concerned. (PNA) LAP/Teofilo P. Garcia/utb</p>

			<content:encoded><![CDATA[<p>BACOLOD CITY, Feb. 09  &#8212; Joe Marie Vargas, Bacolod City Risk Reduction Management officer here, requested all school heads to report damages on structures as a result of Monday&#39;s magnitude 6.9 earthquake for evaluation and assessment.</p>

<p>Vargas said once they receive the initial reports of the school heads, they will endorse it to the City Engineer&#8217;s Office (CEO) and Office of the Building Official (OBO) to conduct an inspection so they would know which school building should be given immediate attention or still fit for use.</p>
<p>He said the inspection of some business establishments were already completed like Gaisano mall at the city downtown with its third floor still closed for shoppers.</p>
<p>He said the city is giving store owners some time to make corrections if needed based on recommendations given to them by the engineers.</p>
<p>Some colleges here have to suspend their classes to conduct technical evaluation and inspection to ensure the safety of students. (PNA)</p>

			<content:encoded><![CDATA[<p>DAGUPAN CITY, Feb. 9  &#8211; The officers and members of the newly reorganized Liberal Party in Dagupan City are set to take their oath sometime next month before Department of Transportation and Communications Secretary Mar Roxas.</p>

<p>Also invited during the induction program set in Dagupan City is Interior and Local Government Secretary Jesse Robredo, also an LP high official.</p>
<p>Dagupan City Vice Mayor Belen Fernandez is chairman of the LP in Dagupan with former Mayor Alipio Fernandez Jr. as president.</p>
<p>The induction program for officers and members of the LP chapter was discussed during a meeting called by Vice Mayor Fernandez that also filled up the remaining slots available in the 25-man LP city directorate.</p>
<p>With the filling up of the vacant slots in the local LP directorate, the local LP chapter has announced it is now ready to recruit more members who will adhere to the programs and projects of President Benigno Aquino III, titular head of the LP.</p>
<p>Officers and members of the LP city chapter have decided to meet every first Monday of the month at the Fishpond Resort of former Mayor Fernandez, its permanent headquarters, to discuss party matters.</p>
<p>Vice Mayor Fernandez said the LP chapter will consistently push all the programs and projects of President Aquino such as on transparency, good governance and versus graft and corruption.</p>
<p>Those who attended the meeting were Councilors Luis Samson Jr., vice president for the public sector; Councilor Karlos Reyna, deputy executive secretary; Councilor Alvin Coquia, assistant treasurer; Councilor Alfie Fernandez and former Councilor Jose Netu Tamayo, legal counsels and others.</p>
<p>The other officers of the LP chapter are former Councilor Farah Marie Decano, executive secretary; Councilor Jeslito Seen, treasurer; Councilor Librada Reyna and former Councilor Alfredo Quinto, auxiliary members; and former Councilor Michael Fernandez, press relations officer.</p>
<p>The reorganization was intended to strengthen the ranks of the LP in the city so that it can extend its all-out support to all the programs and projects of President Benigno Aquino III.</p>
<p>The LP is a potent force to reckon with in the Dagupan City Council as it controls the majority of the seats, with at least eight elected councilors, including the presiding Officer Vice Mayor Fernandez.</p>
<p>On the other hand, the Nacionalista Party only won two seats in the last election. (PNA)</p>
