			<content:encoded><![CDATA[<p>MOSCOW, Feb. 10  &#8212; Russian Prime Minister Vladimir Putin received over 378 million rubles (US$ 12.7 million) as contributions to his election fund, the Central Election Commission said Friday.</p>
<p><span id="more-91984"></span>
<p>The document, published in Russia&#8217;s government daily Rossiiskaya Gazeta, says Putin has spent over 81 million rubles  &#8220;for electoral campaigning in TV, printed materials (leaflets, posters, banners), production and dissemination of audiovisual and other information materials.&#8221;</p>
<p>Putin received 40 million rubles from the federal support fund of the United Russia party, and 128.5 million in total from seven United Russia&#8217;s regional support funds.</p>
<p>He also received contributions of more than 40,000 rubles from 24 individuals, which topped 9.5 million rubles (over 9,000) in total.</p>
<p>Putin&#8217;s campaign fund was second only to the 400-million-ruble account of independent candidate, billionaire Mikhail Prokhorov.</p>
<p>Prokhorov has spent slightly less than Putin on his presidential campaign, 73 million .</p>
<p>Vladimir Zhirinovsky has spent over 93 million rubles, about a half of his electoral fund of about 185 million rubles (US$ 6.2 million).</p>
<p>Communist candidate Gennady Zyuganov has spent 115.6 million rubles  for his campaign, the major part of his 122-million-ruble (4.1-million) fund.</p>
<p>A Just Russia candidate, former speaker of the Federation Council Sergei Mironov was the most modest of all candidates by spending only slightly more than 26 million rubles (over 3,000) out of the fund of about 101 million rubles . (PNA/RIA Novosti) RMA/hbc/rsm</p>

<p>Hoang Vinh Giang, general secretary of the Vietnam Olympic Committee, said that Vietnam has submitted a 6,000 billion Vietnamese dong (0 million) budget for the event.</p>
<p>The Olympic Council of Asia will vote on the venue at its general assembly in November.</p>
<p>Vietnam has successfully played host to several international sport events including the 22nd Southeast Asian (SEA) Games in 2003 and the 3rd Asian Indoor Games in 2009. (PNA/Xinhua) hbc/utb</p>

			<content:encoded><![CDATA[<p>MOSCOW, Feb. 10  &#8212; Russia will face Spain in a European Championship futsal final for the fourth time Saturday after knocking out hosts Croatia Thursday&#8217;s semi-final.</p>
<p><span id="more-91986"></span>
<p>Russia beat Croatia 4-2, sealing the win with three first-half goals that proved too much for the hosts, who mounted a late comeback. Five-time European champions Spain beat Italy 1-0 in Thursday&#8217;s other semi-final.</p>
<p>&#8220;I&#8217;m happy because we undertook a big job preparing for the tournament and now we&#39;re in the final,&#8221; Russian coach Sergei Skorovich told the UEFA website Friday. &#8220;We won&#39;t stop now and will do our best in the next game,&#8221; he said.</p>
<p>Skorovich stressed the importance of Russia&#39;s first goal, which came within 60 seconds of the start. &#8220;We wanted to play excellent futsal from the off to show we were stronger than Croatia. We were lucky to score in the first minute. It&#39;s very important to do so in this type of game&#8221;.</p>
<p>Veteran Russian defender Konstantin Maevski, who had scored three goals in three appearances so far in the tournament, was dropped for the semifinal.</p>
<p>&#8220;Konstantin Maevski is not young, he was a little tired. We understood that if we reached the final we would need him, so we decided to give him a rest&#8221;.</p>
<p>Spain winger Torras told the website that his team were looking forward to facing their old rivals again.</p>
<p>&#8220;We know Russia very well. They have two very good quintets, one that plays with power up front and one that moves the ball very well. They are always in the final or semi-finals. They are a team that always wants to dominate, like us, so I think it will be a great game,&#8221; he said.</p>
<p>Russia won the 1999 European Championships in Granada by beating Spain on penalties in the final after a 3-3 draw, but lost to Spain in the 1996 and 2005 finals.</p>

<p>Russia beat Finland 2-0 Thursday night in Oddset, Sweden to take the overall lead in the Tour.</p>
<p>&#8220;Frankly, I was worried about this match, that the lads, God forbid, would pick up injuries,&#8221; Bilyaletdinov said after the match.</p>
<p>&#8220;There&#8217;s an element of risk in these matches. But the situation was the same for everyone, for the Finns and for us. I told the lads before the game not to pay attention to the circumstances the team found themselves in.&#8221;</p>
<p>Temperatures at the match were around minus 18 degrees Celsius. &#8220;My hands froze a bit,&#8221; he said. &#8220;How did I keep warm? I was shouting.&#8221;</p>
<p>Russia forward Evgeny Kuznetsov, who scored his side&#8217;s first goal, said that he enjoyed playing outdoors, but would have liked a bigger attendance for the match.</p>
<p>&#8220;I liked it, very interesting. And you don&#8217;t get tired at all because you&#8217;re playing in the open air,&#8221; he said. &#8220;But it&#8217;s a shame that not many people came. I&#8217;d have liked packed stands.&#8221;</p>
<p>Russia will play its next match on Saturday against Sweden, the hosts of the LG Hockey Games, which make up the third stage of the Tour.</p>

			<content:encoded><![CDATA[<p>ANKARA, Feb. 10  &#8212; NATO Secretary General Andres Fogh Rasmussen on Friday told Turkish TV company NTV that the alliance would not meddle in the months-long political crisis in Syria.</p>
<p><span id="more-91988"></span>
<p>&#8220;We are not discussing this issue. We have no intention to intervene in Syria,&#8221; Rasmussen, who is on an official visit in Turkey, said.</p>
<p>&#8220;I strongly condemn the security forces&#8217; crackdown on civilians in Syria. I urge the Syrian leaders to accommodate the democratic, legitimate aspirations of the Syrian people. The only way forward in Syria is to introduce freedoms, democracy and accommodate people&#8217;s legitimate aspirations,&#8221; Rasmussen said ahead of his visit.</p>
<p>Russia has firmly supported Syrian President Bashar al-Assad during the uprising against his regime. Russia and China vetoed a UN Security Council resolution on Syria, backed by the Arab League and Western nations, to prevent a repetition of &#8220;the Libyan scenario.&#8221;</p>

			<content:encoded><![CDATA[<p>DAMASCUS, Feb. 10  &#8212; Two blasts rocked Syria&#8217;s second largest city of Aleppo on Friday morning, killing at least 25 people and wounding 175 more, Syrian state TV reported citing data from the Health Ministry.</p>
<p><span id="more-91989"></span>
<p>The blasts in Aleppo, which had been quiet amid the ongoing violent clashes between the government and protesters in other parts of the country, targeted the military intelligence building and a security forces center, the television reported.</p>
<p>Russian Consul General in Aleppo Rashid Sadikov said the first explosion occurred at 9:00 a.m. local time (7:00 a.m. GMT) and the second five minutes later.</p>
<p>There are no Russian citizens among the casualties and additional measures have been taken to protect the building of the Russian Consulate General&#8217;s Office, he said.</p>
<p>At least 5,400 people have been killed in the Syrian government&#39;s 11-month crackdown on protesters, according to the UN. Syrian authorities blame the violence on armed gangs affiliated with al-Qaeda and say more than 2,000 soldiers and police have been killed. (PNA/RIA Novosti) RMA/rsm</p>

			<content:encoded><![CDATA[<p>MOSCOW, Feb. 10  &#8212; As many as 49 illegal migrants from Vietnam were detained after police exposed an illegal garments-making shop in Lyubertsy outside of Moscow, police told Itar-Tass on Friday.</p>
<p><span id="more-91990"></span>
<p>The shop was making outerwear under famous brands. &#8220;The shop employed 49 Vietnamese citizens who had no identification documents and work permits,&#8221; police said.</p>
<p>The Vietnamese lived inside the shop and were not let out. The garments were sold at Moscow-based bazaars.</p>
<p>According to the spokesman, a consul from the Vietnamese embassy was summoned to Lyubertsy to execute all necessary documents to expel the illegal migrants.</p>
<p>Police are taking measures to identify the owner of the illegal shop. A criminal case is to be opened.</p>
<p>A foreign labor migrant, who is charged with violation of Russia&#8217;s migration rules, might face a fine of 5,000 rubles, while the employer of illegal migrants faces a fine of 800,000 for each of such migrants. (PNA/RIA Novosti)</p>

<p>French Foreign Ministry spokesman Bernard Valero told a news conference France welcomed Turkey&#39;s proposal for an international conference on Syria.</p>
<p>French Foreign Minister Alain Juppe is in touch with counterparts, primarily Turkish Foreign Minister Ahmet Davutoglu, to end the pressure regime in Syria, Valero said.</p>
<p>International observers must be able to act freely in Syria and hold all necessary talks.</p>
<p>Valero also said the United Nations and the Arab League must facilitate the return of international observers to Syria and make it possible for them to work in an efficient and respectable way. (PNA/Bernama)</p>

<p>Kim Hyo-jae has been beleaguered by suspicions his former aide delivered envelopes of cash to some lawmakers of the Grand National Party, now renamed the Saenuri Party, immediately before the party&#39;s July 2008 chairmanship election.</p>
<p>Kim was the policy monitoring chief for Park&#39;s election camp before being appointed as a senior presidential secretary last year.</p>

			<content:encoded><![CDATA[<p>MOSCOW, Feb. 10  &#8212; The European Union will continue to grapple with a debt crisis for the next two or three years, Russia&#39;s former finance minister Alexei Kudrin said Friday.</p>
<p><span id="more-91993"></span>
<p>Answering a question from a Twitter user whether Italy would return to the lira in 2012, Kudrin said that would not be clear until after 2012.</p>
<p>&quot;The debt crisis in Europe will unfold over (the next) two or three years. This is why the fate of the Italian currency will be known after 2012,&quot; Kudrin wrote in his Twitter account.</p>
<p>He said in late January the currency crisis in Europe had started and he was 90 percent certain that one to three states would leave the eurozone.</p>
<p>Greece, Ireland and Portugal have the largest debt problems, while Spain and Italy may enter the high-risk zone in the near future.</p>
<p>As for gold, Kudrin wrote that it is overrated and gold prices might grow in the short-term but will decline after that.</p>
<p>Prices for gold went up nearly 10 percent in 2011, an eleventh straight year of gains and the longest growth streak since 1920.</p>
<p>Investors view gold as a safer alternative to unstable currencies and highly volatile shares amid debt crisis in the EU states and rising inflation in various countries. (PNA/RIA Novosti)</p>

			<content:encoded><![CDATA[<p>MOSCOW, Feb. 10  &#8212; The Syrian scenario will prove to be very much like that in Libya when reports about foreign military presence are verified, chairman of the Russian State Duma international committee Alexei Pushkov said Friday.</p>
<p><span id="more-91994"></span>
<p>&#8220;According to latest reports being verified, a foreign special task force has been deployed in Syria. In case these reports are proved to be true, the scenario will be absolutely the same as it was in Libya,&#8221; he told journalists.</p>
<p>In his words, the resemblance of the Syrian situation to that in Libya is already evident.</p>
<p>According to Pushkov, &#8220;they are supporting the opposition and supplying it with arms, they propose an unbalanced resolution laying rigid conditions to Syria&#8217;s ruling regime, while laying practically no demands to the opposition.&#8221;</p>
<p>&#8220;I believe neither Russia, nor China, nor the other countries sharing the same positions want the Libyan scenario to be repeated in Syria,&#8221; he stressed.</p>
<p>Later in the day, the Russian State Duma will consider a draft statement on the situation in Syria.</p>
<p>The statement urges to do everything possible not to let the Libyan scenario be used in Syria and to prevent any foreign interference seeking to overthrow the current Syrian leaders.</p>
<p>The document was drafted by the State Duma&#8217;s international committee and enjoys support from all parliamentary factions. (PNA/Itar-Tass)</p>

			<content:encoded><![CDATA[<p>ANKARA, Feb. 10  &#8212; Azerbaijan resumed pumping natural gas to Turkey after a technical failure in a west-bound pipeline had been fixed, Turkish semi-official Anatolia news agency reported on Thursday.</p>
<p><span id="more-91919"></span>
<p>Kenan Yavuz, head of Turkish branch office of the Azeri state-run oil company Socar, said &quot;normal gas flow resumed from three wells out of a total of four in Shahdeniz field. The gas is likely to arrive through the pipeline in Turkey this evening.&quot;</p>
<p>Yavuz said the fourth well in Shahdeniz field is expected to start pumping gas later on Thursday, which would bring the pipeline to its full capacity.</p>
<p>Turkey&#39;s Energy Minister Taner Yildiz said on Thursday that natural gas from Azerbaijan had not reached Turkey yet and he expected it to resume around 10 p.m. on Thursday.</p>

<p>&quot;Each of us, all 7 billion people on Earth, has our physical, economic and spiritual health tied to forests,&quot; said Jan McAlpine, director of the UN Forum on Forests (UNFF) Secretariat, who spoke at the ceremony.</p>
<p>The ceremony marked the end of the International Year of the Forests that began in February 2011. The year was designed to spotlight the role of forests in the lives of people worldwide and build momentum in the conservation and sustainable management of forests.</p>
<p>The proceedings featured speeches from high-level UN officials, video clips from the International Forest Film Festival, announcements of the winners of the children art contest Celebrate the Forests, and presentation of the winners of the 2011 Universal Postal Union letter-writing contest.</p>
<p>In addition, the UN presented the Forests Heroes Awards to individuals from five regions of the world who have made notable contributions to forest conservation.</p>

<p>UN Assistant Secretary-General for Political Affairs Oscar Fernandez-Taranco made the statement after he arrived in the Maldives late on Thursday, and held a press encounter at the airport in Male, the capital of the country known as the world&#39;s holiday paradise, UN spokesman Martin Nesirky said in a note to reporters here.</p>
<p>Fernandez-Taranco &quot;urged calm and a stop to all violence or any action that would further exacerbate tensions,&quot; the note said. &quot;He said it would be critical to avoid retribution against political rivals, and to ensure in particular the continued safety of Mr. (Mohamed) Nasheed,&quot; the former president of Maldives.</p>
<p>&quot;He stressed that there can be no externally-generated solutions, and that any peaceful solution in the Maldives must be nationally-led and supported by the people,&quot; the note said.</p>
<p>The UN official said that he planned to hold meetings in the coming days with leaders of the government and the political parties, including the newly sworn-in president and his predecessor, as well as civil society, the note said. &quot;He said the purpose of the visit would be to encourage Maldivian leaders to find ways of stabilizing the situation and moving forward on the basis of dialogue and consensus.&quot;</p>
<p>&quot;He expressed the UN&#39;s readiness to offer support to a process of dialogue and consensus-building,&quot; the note added. &quot;He emphasized the importance of preserving the democratic gains that have been made in the Maldives.&quot;</p>
<p>Nasheed announced his resignation on Tuesday, following overnight violence and protests. Former Vice President Mohammad Washid has taken office as the new president.</p>

			<content:encoded><![CDATA[<p>WASHINGTON, Feb. 10  &#8212; The U.S. Defense Department on Thursday announced it will open up over 14,000 positions to women, including those in direct ground combat units, allowing women to serve closer to the battlefield.</p>
<p><span id="more-91922"></span>
<p>In a notification to Congress, the Pentagon said it intends to change a 1994 rule that prohibits women from direct ground combat positions. The Pentagon said because the modern-day battlefield is &quot;non-linear and fluid, with no clearly defined front line or safer rear area, combat support operations are dispersed throughout the battle space,&quot; it is opening up over 13,000 Army positions previously closed to women, such as tank mechanic and field artillery radar operator.</p>
<p>Additionally, the 1994 policy prohibited women from being assigned below brigade level to units whose principal mission was to engage in combat. The Army, Marines and Navy have been granted exceptions to the policy to allow select positions at the battalion level in specialties already open to women, opening 1,186 additional positions, the department announced.</p>
<p>&quot;Women are contributing in unprecedented ways to the military&#39;s mission. Through their courage, sacrifice, patriotism and great skill, women have proven their ability to serve in an expanding number of roles on and off the battlefield,&quot; Secretary of Defense Leon Panetta said. &quot;We will continue to open as many positions as possible to women so that anyone qualified to serve can have the opportunity to do so.&quot;</p>
<p>Despite the change, the Pentagon still prohibits women from serving in about 238,000 military positions, almost all of them in the Army and Marine Corps. (PNA/Xinhua)</p>

			<content:encoded><![CDATA[<p>SANAA, Feb. 10  &#8212; A senior Yemeni security official was shot dead Thursday evening in Yemen&#39;s southern restive province of Lahj in an attack probably carried out by al-Qaida militants, a provincial police official told Xinhua.</p>
<p><span id="more-91923"></span>
<p>&quot;Major Alkadr al-Humaidy, head of the Criminal Investigation Department in al-Houta, the capital city of Lahj, was gunned down Thursday evening by motorcycle(-riding) gunmen when he was on his way home on the outskirts of the city,&quot; the official said on condition of anonymity.</p>
<p>&quot;Initial investigations showed that the attack bore the hallmarks of al-Qaida militants,&quot; he said.</p>
<p>Several members of the state security and intelligence units in a number of southern provinces have been killed over the past few months in similar attacks that were probably carried out by the Yemen-based regional terrorist network, al-Qaida in the Arabian Peninsula (AQAP).</p>
<p>The terrorist group has stepped up attacks on the government security personnel and seized several cities in the country&#39;s lawless southern regions, where the central government&#39;s control has been weakened by one-year protests against the 33-year rule of President Ali Abdullah Saleh.</p>
<p>The continued attacks showed the country&#39;s fragile security situation just less than two weeks ahead of the presidential election that aimed at ending the months-long unrest.</p>
<p>Earlier this week, Yemen&#39;s acting President Abd-Rabbu Mansour Hadi launched his advertising campaign as the sole presidential candidate for the Feb. 21 polls, under a UN-backed power transfer deal brokered by neighboring oil-rich Gulf countries to end months of protests.</p>
<p>In a meeting with foreign diplomats to Yemen on Wednesday, Hadi reaffirmed his government&#39;s position towards combating terrorism. &quot;We will not negotiate or seek compromise with terrorist groups&#8230; and our battles will continue to eliminate them with all possible ways,&quot; he was quoted by official Saba news agency as saying.(PNA/Xinhua) FFC/mmg</p>

			<content:encoded><![CDATA[<p>SEOUL, Feb. 10  &#8212; A group of eight South Korean lawmakers crossed the heavily fortified border into Korea on Friday for a rare tour of a joint inter-Korean industrial complex.</p>
<p><span id="more-91924"></span>
<p>The parliamentary delegation is scheduled to meet with South Korean company officials in the complex in the North Korean border city of Kaesong and tour the area before returning home later Friday, according to the Unification Ministry.</p>
<p>The ministry, which handles inter-Korean affairs, said the parliamentary members, who handle either inter-Korean relations or foreign affairs, have no plan to meet with North Korean officials.</p>
<p>The rare trip comes amid lingering tensions on the Korean Peninsula over the North&#39;s two deadly attacks on the South in 2010. Still, the two Koreas have kept intact the shared complex that combines South Korean capital and technology with cheap labor from the North.</p>
<p>More than 50,000 North Koreans work at 123 South Korean firms operating in the industrial zone to produce clothes, utensils, watches and other goods. The project serves as a key legitimate cash cow for the impoverished communist country.</p>
<p>In September, South Korea&#39;s then ruling party chief made a one-day trip to the industrial complex.</p>
<p>On Thursday, North Korea indicated it would reject South Korea&#39;s offer to hold a meeting to discuss joint pest control near ancient tombs in the isolated country.</p>
<p>North Korea has recently urged South Korea to offer an apology over its attitude toward the December death of its leader Kim Jong-il as a key condition for resuming stalled bilateral talks.</p>
<p>South Korea expressed sympathy to the people of North Korea over Kim&#39;s death, though it did not send an official mourning delegation to Pyongyang. Seoul only approved a condolence trip by private delegations.</p>

<p>&quot;Denuclearizing the Korean Peninsula stands out as an important international issue,&quot; Lee said in the interview with Al-Arabia TV of Saudi Arabia. &quot;The Republic of Korea believes that the countries possessing nuclear weapons should reduce them gradually and we should prevent efforts to newly possess nuclear weapons.&quot;</p>
<p>Lee is on a trip that includes visits to Turkey, Saudi Arabia, Qatar and the United Arab Emirates.</p>
<p>One of the key goals of his trip is to ensure a safe supply of crude oil to South Korea in anticipation that the resource-scarce nation will cut its oil imports from Iran in line with U.S. sanctions. Iran is accused of seeking to arm itself with nuclear weapons.</p>
<p>&quot;Someday, the planet should be made a place without nuclear weapons,&quot; Lee said. &quot;That is the goal and dream that humankind should realize in the end. Therefore, the international community should cooperate to prevent those trying to arm themselves with nuclear weapons.&quot;</p>

			<content:encoded><![CDATA[<p>WASHINGTON, Feb. 10  &#8212; U.S. President Barack Obama on Thursday praised Italy&#39;s cooperation on Afghanistan, Syria and Iran, saying that the two countries aim to end the &quot;outrageous bloodshed&quot; in Syria.</p>

<p>Emerging from his first meeting with Italian Prime Minister Mario Monti at his Oval Office, Obama told reporters that &quot;We discussed a wide range of diplomatic concerns, including the situation in Syria, where we both have a great interest in ending the outrageous bloodshed that we&#39;ve seen and seeing a transition from the current government that has been assaulting its people.&quot;</p>
<p>Calling Italy &quot;one of our most important friends and allies,&quot; Obama praised &quot;the sacrifices and outstanding work&quot; made by Italian forces in Afghanistan, saying &quot;We reaffirmed our commitment to the Lisbon schedule in which we transition to full Afghan lead by the end of 2014.&quot;</p>
<p>At their Lisbon summit in November 2010, NATO leaders agreed on a gradual drawdown of the allied forces from Afghanistan and transferring security to the Afghan government by the end of 2014.</p>
<p>However, U.S. Defense Secretary Leon Panetta said early this month that the U.S. hopes to end its combat mission in Afghanistan by the middle of 2013, prompting government officials to try to make clear of U.S. strategy.</p>
<p>Obama also claimed that &quot;We could not have been successful in our Libya campaign&quot; without the &quot;extraordinary&quot; contributions of Italy, saying that they expressed their interest in working with Libya&#39;s transitional government to create a stable pathway toward democracy and economic prosperity.</p>
<p>He thanked Italy for its support of strong sanctions against Iran over its controversial nuclear program, saying that &quot;We also both said that we would work as hard as we can to find a diplomatic resolution to that very difficult situation.&quot;</p>
<p>Hailing the alliance with the U.S., Monti said that he promised Obama &quot;the renewed intention&quot; of Italy to provide not only the necessary resources and manpower for the tasks facing the two countries and their allies, but also &quot;the knowledge and expertise&quot; that Italy may have, as regards particularly some countries in the Mediterranean and Middle East region. 			<content:encoded><![CDATA[<p>CAIRO, Feb. 10  &#8212; Three German tourists died on Thursday when their submarine sunk in Red Sea near the seashore of Egypt&#39;s coastal resort Hurghada, Egyptian official MENA news agency reported.</p>
<p><span id="more-91927"></span>
<p>The three victims are from one family, and have been identified as Divaow Dinelkes, nine years old; Eleksia Daniel, 53; and Marie Anderial, 45.</p>
<p>Thirteen other tourists of various nationalities in the submarine survived.</p>
<p>The corpses have been transported to a nearby morgue, and the public prosecution has been notified to start an investigation. (PNA/Xinhua)   FFC/mmg</p>
