Laoag City mayor leads recital of ‘Panunumpa ng Kawani’ on 2015’s first working day (Feature)

LAOAG CITY, Jan 7 (PNA) –It is not the usual Monday morning for the Laoag City employees'flag raising ceremony when the city's chief executive, Mayor Chevylle V. Farinas led the recital of the “Panunumpa ng Kawani ng Gobyerno” (Government Employee Oath) in front of its employees on the first working day of the year 2015.

After the obligatory singing of the National Anthem and the recital of Nationalism Oath, Farinas voluntarily went in front where the microphone located, raised her right hand and began reciting the oath without the aid of any copy followed by all its local employees.

The routine was usually led by a city hall employee who is in charge of the program.

Alwin Formantes, who is working under the city’s media office was in disbelief and lauded Farinas for her act and said that was an act of a true leader.

“A very simple act yet it connotes so much inspiration to us employees. The city mayor leading the oath sounds more empowering to us,” Formantes said.

The Laoag City hall conducts the regular flag raising ceremony every first day of the week or during Mondays as mandated by the Civil Service Commission (CSC) under the Republic Act No. 8491 known as the “Flag and Heraldic Code of the Philippines.”

“For me, public service is a passion already, when you put it in your heart, there is no hard or easy job, it will just come out naturally,”Farinas said.

“The content of the oath says a lot of being a public servant and I don’t need to have a copy of it anymore when reciting because it just comes out of my mind naturally like it had to be,” she added.

The lady mayor succeeded her husband then mayor Michael V. Farinas, who is now the city’s vice mayor.

“We hope that not only our mayor but all chief executives and the department heads will follow this practice because this is giving us more inspiration,” Formantes said.

Excerpt from the oath is one of Farinas’ best practices which she shares every employee should practice: Ako'y kawani ng gobyerno, tungkulin ko angmaglingkod nang tapat at mahusay. Dahil dito, ako'y papasok nang maaga at magtatrabaho ng lampas sa takdang oras kung kinakailangan." (PNA)
