MANILA, Jan. 31 — Justice Secretary Leila M. De Lima is giving a “cold-shoulder” on the proposal of Senator Vicente “Tito” Sotto III to restore death penalty in the country.

De Lima reminded that the Philippines is a signatory to the International Covenant on Civil and Political Rights where the country agreed not to impose death penalty again.

De Lima expressed the belief that the most effective deterrent of crime, especially on heinous crimes, is the strengthening of prosecution and the assurance that law violators will be held accountable.

Likewise, De Lima admitted that there is also a need to strengthen the criminal justice system in the country.

De Lima stressed that such proposal should first undergo a meticulous study. (PNA)
