MANILA, Jan. 19 –Eight provinces in Mindanao are still under public storm warning signal no. 1 as tropical depression "Agaton" continues its slow movement due to the presence of two high-pressure areas (HPAs) off the Pacific Ocean and a strong northeast monsoon, the state weather bureau said on Sunday.
