MANILA, Jan. 12 — The Metropolitan Manila Development Authority (MMDA) said that its traffic signalized system (TSS) is not the sole solution in addressing the worsening traffic problems in the metropolis.

MMDA chairman Francis Tolentino clarified the TSS could be only be effective if coupled with discipline of motorists, pedestrians and the riding public.

"This is only a tool but still a major aspect in addressing the traffic congestion is discipline among road users," he said.

Tolentino said the upgrading of traffic system is still in phase I, beginning with 85 priority intersections.

"Under the whole plan, at least 465 intersections will be covered. It might be completed until 2016," the MMDA chief stressed. (PNA)
