Expect 'big' changes in the BOC — Aquino

LAPU-LAPU CITY, April 19 — President Benigno Aquino III on Friday said a major "overhaul" of the Bureau of Customs (BOC) will soon be implemented by the administration to rid the Bureau of scalawags and misfits.

"Palagay ko lahat magugulat doon sa gagawin namin diyan (I think everybody will be surprised what changes the administration will implement at Bureau of Customs)," the President said in a chance interview with the media at the sidelines of the groundbreaking of the Mactan Circumferential Road here.

Actually, President Aquino said, the government has already started implementing the supposed "anti-smuggling" plan.

"Pero hindi ko pwede sabihin sa inyo ‘yung mga plano dahil parang pahihirapan lang namin ang sarili namin ‘pag in-implement namin (But I will not divulge the entire plan yet as this might cause difficulty on the part of authorities to perform their tasks)," he noted.

President Aquino just stated that he has given specific directives to the BOC Commissioner on what to do to eradicate smuggling in the country.

Malacanang earlier said Customs Commissioner Ruffy Biazon should be given a chance to do what he can to address problems hounding his agency, including rampant smuggling of various goods to the country.

Biazon came under fire recently because of the issue of oil smuggling, which the head of an oil company said costs the government billions of pesos.

Some sectors are calling for his resignation but the Palace said it won't replace him.

"I think Commissioner Biazon is doing what he can. We are taking steps, Commissioner Biazon is taking steps to improve the situation at Customs. Let's give him a chance to do that," said Communications Secretary Ramon "Ricky" Carandang in a briefing.(PNA)
