11 years barangay captain in Novaliches eyes seat in QC council

MANILA, April 16 — With 11 years experience as a barangay captain in Novaliches Proper, Jose A. Visaya is running for a seat in the 5th District of Quezon City Council.

Visaya, an Ilocano, who is now on his third term as barangay captain in Novaliches Proper is a former member of the Philippine Air Force (PAF) before he turned into a businessman and entering politics 11 years ago.

Visaya said that his knowledge, experience in governance gained as barangay captain, thrust of his constituents and ardent desire to serve honestly will be his guiding light in helping to promote more progress and development in the newly-created district 5.

“As a barangay captain, I know and understand the problems and the solutions needed by most of my constituents and in other barangays,” said Visaya who vows to focus on creation of ordinances and projects that will promote in uplifting the health services, boosting education and job opportunities in the 14 barangays comprising the 5th district of QC.

“A responsive leader is a sensitive leaders who knows the real situations and needs of his/her constituents,” Visaya cited as he added that he wants to extend the quality services for the entire barangays of district 5 just like what he did to Novaliches Proper.

Among the projects that he implemented and initiated as a barangay captain were beautification and construction of the covered court of Novaliches Plaza that serves as the town’s park.

He also facilitated the construction of day care centers with air-conditioned rooms for children as he stressed that a cool learning environment will help boost the school children’s learning abilities as they study with comfort.

He also initiated the creation of job opportunities, training programs for the youth, livelihood projects, beneficial project for the elderly medical missions and health services, mass feeding programs, providing early response to victims of floods and disaster and many others.

“I’m hoping that my track record as a barangay captain will be my weapon in my battle for the seat in the QC council. The district five needs a councilor who will not just represent the constituents but will best serve their welfare with corrupt-free leadership and practices,” Visaya said as he ends the interview with the Philippines News Agency.
