ZAMBOANGA CITY, April 15 — The Commission on Elections (Comelec) has clarified that absentee voters who will be allowed to vote ahead of election day or on May 13 can only vote for national candidates and partylist groups.

Absentee voters cannot vote for local candidates.

Comelec Regional Director Francisco Pobe said his office has notified all prospective absentee voters that the deadline for the submission of all names to the Comelec was last month.

Pobe said that those allowed to vote before actual election day will include those in media, the military and the police.

The deadline for the submission of names by those in media was on March 30 while the deadline for the police and the military was on March 20.

Compared to other places in the Zamboanga Peninsula, there is a concentration of media outfits in Zamboanga City.

There are at least 14 television outfits to include relay television stations from Manila and two main cable television networks.

There are also some 20 radio stations, broadcasting from Zamboanga or serving as relay stations for other outfits in Metro Manila.

There are also four local newspapers based in Zamboanga.

There are only about 60 active members of the Zamboanga Press Club Incorporated, but the list used to include some 600 members since the club allows technical employees of media outfits as members and are thus identified as members of media in Zamboanga.

Press club members will vote at the Zamboanga Press Club Building in the heart of the city before actual election day, the date still to be announced by the Comelec.

The city of Zamboanga is also host to a concentration of military units in Southern Philippines, it being the host for headquarters of the Western Mindanao Command, the Philippine Air Force, the Philippine Marines, Philippine Navy, Coast Guard.

The police also maintains its regional office in this city along with its sub-units, all of which will be deployed on Election Day without the opportunity of first voting in their precincts.

No absentee voting will be allowed without the submission of names since the purpose of the submission of names is to determine the number of ballots, he said .

Pobe also said that absentee voters can only vote for the national candidates and partylists and no votes to any local candidates are provided for under the Comelec Rules and Regulations

He said that the schedule for the voting is tentatively set on April 28, 29 & 30. (PNA)
