SC Justice Efren I. Plana, 84, laid to rest (Obit)

MANILA, Dec. 24 — Former Supreme Court Associate Justice Efren I. Plana was laid to rest Sunday at the Loyola Memorial Park in Marikina City.

Plana passed away on Dec. 19, 2012 at the age of 84.

He served in the SC from Nov. 20, 1981-April 16, 1986.

Previously, he had served, among other posts, as Acting Minister of Finance; Undersecretary of National Defense and of Justice; Chairperson of the Deportation and Anti-Dummy Boards; Chairperson of the Board of Directors of the Land Bank of the Philippines, Monetary Board, and the Light Rail Transit Authority; and Commissioner of the Bureau of Internal Revenue.

Current BIR Commissioner Kim S. Jacinto-Henares has credited Plana's anti-corruption drive in the BIR in the 1970s in "help[ing] to set patterns of expected behavior" in the said agency.

Plana also drafted the original Board of Investment Rules and Regulations in 1968.

He graduated valedictorian from the Mapa High School class in 1948 and salutatorian and cum laude from the University of the Philippines College of Law in 1954.

He placed 13th in the ensuing Bar Exams with a grade of 92.8%.

He was married to his high school sweetheart Modesta Reyes, with whom he had three children, namely, Elvira Maria, Efren, Jr., and Bernice. (PNA)
