Acquisition process for 10 attack helicopters starts anew

MANILA, Dec. 9 – Government efforts to acquire 10 brand-new attack helicopters for the country's military aviation arm have been started anew with the submission by the Armed Forces of the Philippines of the so-called "decision package" to the Department of National Defense.

DND spokesperson Peter Paul Galvez said the "decision package," which describes the characteristic, mission capabilities and costing of the proposed attack helicopters, was submitted to the defense establishment last Thursday.

He added that DND Secretary Voltaire T. Gazmin will scrutinize the "decision package" and if it passes inspection, an "acquisition decision memorandum" (ADM) will be issued.

The latter is a memorandum signed by the milestone decision authority that documents decisions made and the exit criteria established as the result of a milestone decision review or in-process review.

The ADM will allow the DND to start the bidding process for the proposed air equipment

The acquisition process for the new attack helicopters was started anew after Eurocopter, the aircraft manufacturer being eyed to supply the 10 brand-new attack helicopters for the PAF, backed out of the negotiations last month.

"The 10 helicopters they offered to us were the subject of a contract they entered with another country. We were made to understand that the contract with that country had already been terminated, hence our proposal to acquire it," DND Undersecretary for finance, munitions, installation, and materiel Fernando Manalo earlier said.

He added that the DND was already in the advance stage of acquisition and that the new attack helicopters should have been delivered before the end of the year had not difficulties with Eurocopter came around.

"The attack helicopter project is still on go and evaluation of new options is ongoing. Before the end of the year, we will already be able to determine the attack helicopters that we are going to procure," Manalo said.

The budget for the acquisition of 10 new attack helicopters for the PAF is P3.2 billion. (PNA)
