MANILA, Oct. 31 –- Expect light rains over the eastern section of Luzon and Visayas on Wednesday due to the northeast monsoon or ‘hangin amihan’, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA).

The northeast monsoon is the cold wind from Siberia that blows into the country, usually from mid-October until mid-February.

It is the cold wind associated with the Christmas season

Weather Forecaster Nikos Peñaranda said Cagayan Valley, the provinces of Aurora, Quezon and the Bicol region will experience light rains while Eastern Visayas and the whole Mindanao will be cloudy with light to moderate rainshowers or thunderstorms.

Peñaranda said Metro Manila will experience fair weather while the rest of the country will have partly cloudy skies with isolated brief rainshowers or thunderstorms.

He added that no tropical cyclone formation is expected until Friday in many parts of the country so expect to have good weather condition during the All Saints' Day and All Souls' Day.

In its advisory, PAGASA said that moderate to strong winds blowing from the northeast will prevail over Luzon and Eastern Visayas. Coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the northeast with slight to moderate seas (PNA)
