MANILA, Oct. 24 — At least 17 areas in the Visayas and Mindanao are under public storm warning signals as tropical depression ‘Ofel’ (international name: Son-Tinh) has intensified into a tropical storm and threatens the Caraga Region and parts of the Visayas, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said on Wednesday.
