MANILA, July 26 -– Former Ateneo De Manila University College of Law Dean Cesar Villanueva Thursday said the law represents the mind and soul of society.

During the panel interview by the Judicial and Bar Council, Villanueva said for lawyers to take the Mandatory Continuing Legal Education seriously, there should be a short quiz at the end.

For judges seeking promotion, Villanueva said, they should undergo training.

"There should be zero-tolerance in dealing with corruption in the Judiciary," he said.

If appointed as Chief Justice, Villanueva said his top priorities are: unite the SC, formulate a strategy road map, and unclog dockets.

"I believe the SC's role is to work very closely with policy makers to allow them to carry out their work," he said.

Villanueva said only if there is a clear showing of grave abuse of discretion do the courts come in.

Villanueva added he does not consider himself as an SC outsider.

"Getting an outsider maybe what the SC needs right now," he said.

"The SC should take the primary role of a Constitutional Court. The SC should not overburden itself with so many cases," he added.

Villanueva was the fourth and the last to be interviewed by the JBC Thursday.

The fourth and last day of the panel interview will resume Friday at 9 a.m. (PNA)
