MANILA, July 15 — In a bid to further improve the public service delivery of the Philippine National Police (PNP), the National Police Commission (Napolcom) has authorized the recruitment of professionals with highly technical qualifications for lateral entry into the police service.
Napolcom Chairman Jesse M. Robredo said that the Commission en banc approved Resolution No. 2012-229 granting the Chief PNP the authority to fill 98 vacancies for the ranks of Police Senior Inspector and Police Inspector under the PNP CY 2012 Lateral Entry Program.
“The PNP Lateral Entry Program is aimed at recruiting the best and most qualified applicants to boost the technical service capability of the PNP,” Robredo said.
Napolcom Vice-Chairman and executive officer Eduardo U. Escueta said that out of the 98 vacancies in the various technical services of the PNP, 42 are for police senior inspector (equivalent to captain in the military) and 56 are for police inspector (equivalent to lieutenant).
The quota distribution for police senior inspector is broken down as follows: 12 lawyers, 24 doctors and six priests, imams or pastors.
For the rank of police inspector, the PNP needs 18 registered nurses, three psychologists, 23 chemical engineers, two pilots and 10 electronics and communications engineers.
Escueta said that the prescribed guidelines and procedures for lateral entry of officers into the PNP under Napolcom Resolution No. 2008-006, as amended by Memorandum Circular No. 2011-005, shall be strictly observed.
“The Chief of Office or Unit and members of the Lateral Entry Board and the Screening and Selection Committee, including the head and members of the Secretariat, who shall fail to strictly observe and comply with the rules and procedures on appointment of police personnel shall be dealt with under existing rules and regulations,” Escueta said.
Meanwhile, Napolcom earlier approved Resolution No. 2012-228 authorizing the filling up of 25,774 promotional vacancies for the ranks of Police Officer 2 to Police Superintendent under the PNP 1st Semester CY 2012 Second Level Regular Promotion Program.
Escueta warned that there should be transparency in the implementation of procedures and that the promotion of the best and most qualified police officer should be ensured by the PNP Promotion Boards under pain of administrative sanctions should there be findings adverse to said Boards. (PNA)
