President Aquino reappoints Lagman to JBC

MANILA, July 11 – President Benigno S. Aquino III has reappointed retired Court of Appeals (CA) Associate Justice Aurora Santiago-Lagman to the Judicial and Bar Council (JBC).

In the transmittal letter dated July 9, 2012 made by Executive Secretary Paquito N. Ochoa, Jr. to Supreme Court (SC) Senior Associate Justice Antonio T. Carpio, it manifested the reappointment of Lagman.

With the reappointment, Lagman will now sit for another eight years in the JBC, representing the private sector.

This would be the second reappointment of Lagman with the JBC after finishing her first term for a period of four years as mandated by the 1987 Constitution.

"I am pleased to transmit herewith the appointment paper of Hon. Aurora Santiago-Lagman, as Member (Ad Interim), Representing the Private Sector, Judicial and Bar Council, for a term expiring on 09 July 2016, signed by His Excellency President Benigno S. Aquino III," the transmittal letter said.

Lagman's four-year term expired on July 9, 2012 after her first appointment from then President and now Pampanga (2nd District) Rep. Gloria Macapagal-Arroyo.

In the appointment papers of Lagman signed by President Aquino, it said that "pursuant to the provisions of Article VII, Section 16 of the Constitution and existing laws, you are hereby appointed ad interim Member, Representing the Private Sector, Judicial and Bar Council."

"By virtue hereof, you may qualify and enter upon the performance of the duties of the office, furnishing this Office and the Civil Service Commission with copies of your oath of office," the appointment papers said.

Lagman took her oath of office before Carpio on Tuesday in a simple rite.

She will sit as ad interim appointee, meaning that, she can immediately assume her duties and responsibilities even without the approval of the Commission on Appointments (CA).

Lagman will be the third appointee of Aquino in the JBC, the other regular members appointed by Aquino were Atty. Jose Mejia, representative of the Academe to the JBC, and Atty. Milagros Fernan-Cayosa, representing the Integrated Bar of the Philippines (IBP).

The other regular member is retired SC Associate Justice Regino Hermosisima, the retired SC justices representative to the JBC. (PNA)
