Quezon town offers scholarships for college students

LUCENA CITY, Feb. 23 – The Sangguniang Bayan (SP) of Pagbilao town has passed an ordinance establishing the municipal college education assistance program to help poor but deserving students in the locality.

Municipal Councilor Shierre Ann P. Palicpic, proponent of the measure, said the ordinance was approved during the SP’s recent regular session held at Don Claro M. Recto Hall in the old municipal building.

Palicpic said that under the college education assistance program, student-applicants must be residents of the municipality with at least five years of actual residency; returning residents with a minimum of five years stay from the date of return; Filipino citizen by birth regardless of age; and members of an indigent family with an yearly income of not more than P36,000.

She said the scholarship program is also open to incoming freshmen students with a general average of not lower than 85 percent, with no grade below 80 percent; enrolled college students who want to avail of the program shall have a general average of 83 percent and above, with no grade below 80 percent; applicants should pass the qualifying examination and interview given by the board; orphan and abandoned individuals with qualifying grades and graduates of public secondary schools, Alternative Learning School (ALS), and students currently enrolled in technical vocational school or TESDA.

Other requirements include certificate of residency from barangay; form 137 from secondary school and school diploma or certificate of completion as provided by TESDA; letter addressed to the municipal mayor expressing his/her attention to avail of the college education assistance; birth certificate; certification from the Municipal Social Welfare Development Office that applicant belongs to an indigent family, plus an authenticated report card, Paloicpic said.

The municipal councilor said Section 8 of ordinance (Mun. Ordinance No. 1, Series of 2012), provides that expenditures covered by the scholarship program include tuition fee, uniform allowance, school miscellaneous fees, book subsidy, daily monitoring allowance and other financial allowances relating to the educational needs of a student.

She said the ordinance also provides an initial funding of P150,000 for the program this year to be appropriated from the general fund, and thereafter, the LGU of Pagbilao shall appropriate funds annually for the scholarship program. (PNA)
