Washington has observer status at the South Asian Association for Regional Cooperation, which seeks collective benefits for over one-fifth of humanity living in eight member countries through mutual cooperation but since its inception in mid-1980s the potential for such cooperation remains overshadowed by rivalries between regional powers Pakistan and India, mainly over Kashmir dispute.
