De Lima justifies appointment of new NBI deputy director

MANILA, Sept. 26 – Department of Justice (DOJ) Secretary Leila De Lima on Monday justified the appointment of former Iloilo Assistant Regional Director Rafael Ragos as the new Deputy Director of the National Bureau of Investigation (NBI).
The justification was made by De Lima in reaction to the opposition made by NBI Director Magtanggol Gatdula questioning the appointment of Ragos.
The NBI, which is the country's premier investigating body, is an attached agency of the DOJ.
It can be recalled that in a three-page letter sent by Gatdula to De Lima, he said that the name of Ragos was not included in the recommendation he submitted.
Hence, Gatdula said, it was surprising that Ragos was appointed to the vacant position.
Gatdula also said that Ragos was not screened by the board or panel, which is one of the processes being followed in the appointment of a deputy director.
It was gathered that the three names recommended by Gatdula were lawyers Edward Villarsa, George Ularbal and Romeo Manapsal.
Nevertheless, De Lima said, it is within the power and authority of the DOJ chief to make the appointment in the vacant position at the NBI.
Hence, De Lima said, it cannot be opposed by any official of the attached agencies of the DOJ.
The position of NBI Deputy Director was vacated with the retirement of Deputy Director Victor Bessat.
De Lima said that President Benigno "Noynoy" Aquino III has approved the appointment of Ragos as NBI Deputy Director. (PNA) DCT/PTR/utb
