MANILA, Sept. 29 — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Thursday said the tropical storm east of Northern Luzon has entered the Philippine Area of Responsibility (PAR) and was named "Quiel" (international code name: Nalgae).
