CA unanimously confirms appointment of Budget Secretary Abad

MANILA, Feb. 9 -– Long experience and expertise have paid off for Department of Budget and Management (DBM) Secretary Florencio Abad as he easily hurdled the powerful Commission on Appointments (CA).

The CA unanimously confirmed on Wednesday the appointment of Abad as well as the ambassadorial post of Evelyn Austria-Garcia to Czech Republic, Nestor Ochoa to Brunei Darussalam, Bievenido Tejano to Papua New Guinea and Jose Cuisia Jr. to the United States.

”I’m very grateful to the Commission because they recognized both my experience as well as my expertise in governance and in public expenditure management,” Abad said in a media interview after his confirmation.

Senators Franklin Drilon, Ralph Recto and even maverick Senator Joker Arroyo endorsed the ad interim appointment of Abad, who served agrarian reform chief in 1990 though failed to get the nod of the CA during the time of the late former President Corazon C. Aquino.

”With his 20 years experience in public service as Education secretary and House committee on appropriations chairman, Butch Abad has certainly gained the experience and wisdom that he would need in the budget department. He certainly qualified to be at the helm of DBM,” Drilon, who like Abad is member of Liberal Party, said.

Arroyo, who also served the Cory administration as executive secretary, said he supported the appointment of Abad “because he is the poster boy of the Liberal Party.”

Abad, a former congressman of the lone district of Batanes, committed to ensure greater consultation with legislators to ensure that national budgets to be submitted to Congress will already reflect local socio-economic concerns, in line with the national development agenda.

Abad also said that under his watch, the DBM will see to it that the national budget is equitably distributed so that development will cascade to the rural areas rather than being contained in urban centers.

”And, as the President has so committed, I commit that the Executive will not whimsically exercise its power over the disbursement of funds. Nobody will be deprived of their rightful share in the budget because of political grounds,” Abad said.

The CA also confirmed on Wednesday the ad interim appointments of Reynaldo Catapang as Chief of Mission Class 1, Adelio Angelito Cruz as Career Minister and Raul Dado as Foreign Service Officer Class 1 of the Department of Foreign Affairs (DFA).

Meanwhile, the CA committee on agrarian reform has suspended the deliberations on the ad interim appointment of Virgilio delos Reyes as secretary of the Department of Agrarian Reform (DAR).

Committee on agrarian reform chairman Senator Gregorio ‘Gringo’ Honasan said they suspend the deliberation to give time to Delos Reyes to answer some questions of the panel members on his policies on the implementation of the Comprehensive Agrarian Reform Program (CARP) in the country. (PNA)
