Pangasinan lady solon urges DPWH to build more permanent dikes

SISON, Pangasinan, Sept. 28 — Rep. Kimi Cojuangco of the 5th District of Pangasinan has asked the Department of Public Works and Highways (DPWH) to build more permanent flood control projects in the province that can fully withstand floods.

Cojuangco, in a privilege speech in Congress, deplored what she called low-quality flood control projects built by the DPWH in her district.

Before she delivered her privilege speech in Congress, Rep. Cojuangco inspected the dikes built by the DPWH in the towns of Sison, Pozorrubio, Laoac, Binalonan, Urdaneta City, Villasis, Sto. Tomas, Alcala and Bautista and found them to be of low quality.

Most of these dikes were new ones that replaced the old structures destroyed by the floods spawned by last year’s Typhoon “Pepeng”.

But she believes that these may offer less resistance to rampaging flood waters from upstream of both the Bued and Agno Rivers.

At the same time, she asked the restoration of the 19 flood control projects throughout the country phased out by the current administration, some of which were intended for Pangasinan.

The flood control projects were programmed by the DPWH during the past Arroyo administration but were never implemented.

Rep. Cojuangco fears that if another flood as big as the one spawned by Typhoon “Pepeng” October 9 last year will come, most towns in her district are in great danger as the dikes that were built by the DPWH are not as strong as the old dikes that were destroyed.

Some of these are in fact mere earth dikes which can easily be washed out in case the San Roque Multi-Purpose Project in San Manuel will again released its excess water downstream of the Agno River. (PNA)
