Manila Mayor Lim reacts on IIRC report

MANILA, Sept. 21 — Manila Mayor Alfredo S. Lim on Tuesday branded as a "shotgun blast" the report submitted by the Incident Investigation and Review Committee (IIRC).

Lim and Vice Mayor Isko Moreno were among the 13 individuals recommended for administrative proceedings and/or preliminary investigation for possible criminal liability arising from the acts or omissions.

Aside from the 13 individuals, the IIRC also included the top three networks ABS-CBN, GMA Networks and ABC-5 in the comprehensive report.

In a statement, Lim also expressed surprise as to why his name was included in the said list and Senior Police Officer 2 Gregorio Mendoza, who, among others, clearly egged on his brother, hostage-taker Capt. Rolando Mendoza, not to yield to authorities, was spared.

“Baligtad na ba ang mundo (Has the world been overturned?)”, Lim said, noting how Gregorio laid the groundwork for his brother to lose his confidence in the negotiators and how he ignited his brother by telling him to continue what he was doing until his (Gregorio’s) firearm is returned to him.

The mayor stressed that time and again, he has recounted how Gregorio admitted before him and the other officers present at the advance command post (ACP) that he had knowledge of his brother’s plans, according to the statement released to media.

Reacting to the portion of the report stating that Lim should have had his meal at the ACP instead of at the Emerald Restaurant, Lim said: “Gaano ba kalayo ang Emerald sa bus? Eh mas malayo pa ang MPD headquarters sa UN Avenue kung saan nandun ang ibang opisyal ng gobyerno (How far Emerald from the bus? The MPD headquarters on UN Avenue is even farther). There is no abandonment that took place because all the key officials of the MPD remained at the ACP.

Aside from Magtibay, the mayor said all the key MPD officers were at the post including the deputies, station commander and the one in charge of public affairs.

He went on to say that Moreno should not have also been included in the charges: He merely went out of his way to help.”

In fact, he said, Moreno should be commended for convincing the Ombudsman to issue the letter guaranteeing a review of Mendoza’s case.

According to Lim, the local crisis management committee which he heads is a policy-making body, not an operational one, stressing that the enforcement arm of the committee is the critical incident management task group headed by Magtibay.

“Clearly, the IIRC report is a "shotgun blast" report. Lahat ng nandun ay tinamaan. (Everyone was are not spared, it seems). Parang to whom it may concern na lang.” Lim sighed.

Just the same, Lim further said in a statement: “I have the highest regard and respect to all the members of the IIRC especially its chairman, Justice Secretary Leila de Lima. Congratulations to them.” (PNA) LOR/JES
