MANILA, Sept. 21 — Department of Justice (DOJ) Secretary Leila De Lima, the Chairperson of the Incident Investigation and Review Committee (IIRC), on Tuesday clarified that she cannot divulge the particular charges they have recommended filed against the personalities they found liable in the tragic Manila hostage crisis last August 23.
