Comelec deploys AFP and PNP for the Oct. 25 polls

MANILA, Sept. 17 — The Commission on Elections (Comelec) will deputized the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to ensure peaceful and credible elections on October 25.

In Resolution 9025, the AFP will be under the control of the poll body during the entire election period, which is from September 25 to November 10.

Among the main tasks of the AFP, is to look into the existence of any armed group organized to commit, or which is committing or attempting to commit, acts of terrorism, or threats to intimidate or coerce any person to vote for or against a candidate, and to suppress or prevent said acts of terrorism or threats.

Article IX, C, Section 2(4) of the 1987 Constitution empowers the Commission on Elections (Commission) to deputize the AFP, with the concurrence of the President, for the exclusive purpose of ensuring free, orderly, honest, peaceful and credible elections.

They are also ordered to provide security to the personnel of the Commission and its deputies and other persons performing election related functions; to deploy, at the least time possible, troops for election duty in coordination with the Regional Election Directors and the Provincial Election Supervisors.

The AFP is also asked to conduct a periodic assessment of the peace and order conditions in critical areas and recommend measures which may be adopted by the Commission in the interest of peaceful electoral exercises.

Likewise, they will provide the use of its land, air and water-craft assets, communication systems and other equipment, in connection with the delivery and retrieval of election equipment, documents, supplies, forms and paraphernalia.

With this, the Comelec asked President Aquino for his concurrence to deputize the AFP and PNP for next month’s polls, in Resolution No. 9026.

For the Philippine National Police (PNP), it will be the city and municipal mayors that will have operational supervision over the former.

Among its duties and responsibilities are to employ and deploy units or elements of the PNP, through the station commander, to ensure public safety and effective maintenance of peace and order within the locality; employ is the utilization of units or elements of the PNP for purposes of protection of lives and properties, enforcement ok laws, maintenance of peace and order, prevention of crimes, arrest of criminal offenders and bringing the offenders to justice, and ensuring public safety, particularly in the suppression of disorders, riots, lawless violence, rebellious or seditious conspiracy, insurgency, subversion or other related activities; deploy is the orderly and organized physical movement of elements or units of the PNP within the province, city or municipality for purposes of employment.

Its functions are stipulated in Resolution No. 9027 signed by the Commission en banc.

Section 51 (b) of Republic Act No. 6975, provides:" The city and municipal mayors shall exercise operational supervision and control over PNP units in their respective jurisdiction except during the 30 day period immediately preceding and the 30 days following any national, local and barangay elections.

During the said period, the local police forces shall be under the supervision and control of the Commission on Elections.” (PNA) LOR/FGP/utb
