Comelec to conduct emergency purchase of materials for Barangay, SK polls

MANILA, Sept. 15 – The Commission on Elections (Comelec) will be conducting an emergency procurement of the materials for the computerized voters’ lists (CVLs) in preparation for the forthcoming Barangay and Sangguniang Kabataan (SK) polls.

Comelec Commissioner Gregorio Larrazabal said on Wednesday they have no choice but to make the emergency procurement as the last day for the CVL posting in all polling precincts nationwide is Sept. 25, which is just 10 days away.

Among the materials to be purchased are paper, toners and ribbons, he said.

Under Republic Act No. 9184 or the Government Procurement Act, emergency purchase without a competitive bidding is allowed in government “when time is of the essence.”

At the same time, Larrazabal admitted that the bidding for the supplies to be used on Election Day has yet to begin.

He explained that the problem is also among the growing concerns of their field officials as their individual preparations are also suffering from the delays in the work of the Bids and Awards Committee (BAC).

“There is a domino effect. If you do things late here in the main office, it will also affect the preparations of the field officials," Larrazabal said. (PNA)
