Army general to hand over P20,000 financial assistance to rebel returnee in Negros Oriental

DUMAGUETE CITY, Aug. 25 -– Maj. Gen. Vicente Porto, commanding general of the 3rd Infantry Division of the Philippine Army based in Jamindan, Capiz, will hand over Thursday a special cash assistance of P20,000 to rebel returnee Rodolfo Alimin Jr.

Alimin was a renegade Private First Class of the Philippine Army who went on A.W.O.L. about two years ago after he and his team were charged with homicide somewhere in Mindanao.

The special assistance comes as the brigade is seemingly facing a predicament on what the Philippine Army can offer to Alimin, who surrendered last Aug. 12 to Col. Manuel Luis Ochotorena, 302nd brigade commander, in Tara, Mabinay, Negros Oriental.

Ochotorena had earlier admitted being in a dilemma after the Social Integrated Program of the Armed Forces of the Philippines during the administration of former President Gloria Macapagal-Arroyo was put on hold.

The SIP, being implemented then through the Office of the Presidential Assistance on the Peace Process, was designed to help rebel returnees return to mainstream society, and had offered, among other things, a P20,000 immediate cash assistance, livelihood assistance and additional monetary compensation for every firearm surrendered.

Alimin, upon his surrender, had turned over an M-16 rifle, a hand grenade, a rifle grenade, and several rounds of ammunition.

Ochotorena said the brigade has been helping out with Alimin’s basic needs like food, clothing and personal needs while a proposal to Gov. Agustin Perdices for the creation of a Social Integrated Council at the provincial level is still on the drawing board.

The simple turn-over ceremony of the cash assistance will be held in the morning at the 302nd Brigade in Camp Leon Kilat, Tanjay City, Negros Oriental, prior to a courtesy call by top military and police officials in the Visayas on Gov. Perdices at the Capitol in the afternoon.

Also paying a call on the governor are Lt. Gen. Ralph Villanueva, commanding general of the AFP’s Central Visayas Command and Chief Supt. Jaime Calungsod Jr., chief of the Directorate for Integrated Police Operations-Visayas. (PNA) DCT/JFP
