DSWD's 4Ps program targets 2-4 beneficiaries

DAVAO CITY, Aug. 2 — The Department of Social Welfare and Development (DSWD) aims to reach two to four million beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) for 2010 and 2011 with a budget of over P29 billion.

DSWD Secretary Corazon Dinky Soliman said P15 billion has been allocated for 2010 and another P15 billion for 2011 for the implementation of 4Ps.

She said the President during his State-of-the-Nation Address (SONA) announced the support of cash assistance to poor families for the two-year program of at least P29.7 billion.

The 4Ps is a poverty reduction strategy that provides grants to extremely poor households to improve their health, nutrition and education particularly of children aged zero to 14.

It has dual objectives namely on social assistance to provide cash assistance to the poor to alleviate their needs (short-term poverty alleviation) and social development to break the intergenerational poverty cycle through investments in human capital.

Soliman said Region XI has 50,000 beneficiaries. Davao City alone has 2,000. Total beneficiaries nationwide accounted to 800,000 as of July 2010.

While in Davao City, the Secretary over the weekend led the distribution of checks to the beneficiaries in the city.

In her brief remarks, she said, they will continue working together with the beneficiaries so that after five years, "we have healthy children who can read and write and actively participate in school activities be in high school or in college".

Soliman said this is just a temporary assistance in order for the poor families to support their basic needs more especially on their concern for health and education of the children.

Parent-leader Salome Fuertes, in her testimony during the dialogue with Secretary Soliman, said with the government support to their family through the 4Ps, all their elementary and high school children are able to continue their schooling.

"Mahirap ang mahirap ngunit sa tulong ng gobiyerno tinibayan namin ang loob namin para tumawid sa hinaharap (It's difficult to be poor but with the help of the government, we are confident something good awaits us in the future)," she said.(PNA)
