According to him, there are really “rotting rice” stocks in some NFA warehouses as cited by President Benigno Simeon Aquino III in his first State-of-the-Nation Address (SONA). He said the rice spoilage was caused by floods and transport miscarriages, adding that the rotting stocks are not safe for human and animal consumption.
