MANILA, July 27 — A practical book for local government units in forging and strengthening alliances for development and inter-local cooperation will be launched Tuesday afternoon by the European Union (EU) delegation in the Philippines, in ceremonies attended by EU ambassador Alistair MacDonald and Department of Interior and Local Governments Secretary Jessie Robredo.
