MANILA, July 21 — Former National Bureau of Investigation Director Nestor M. Mantaring is scheduled to file before the bureau on Thursday his affidavit in connection with the ongoing probe on the alleged attempt by a retired Philippine Air Force official to bribe a key witness in the Nov. 23, 2009 Maguindanao massacre with P10 million to retract his statement.
