MANILA, July 7 — "It's time to work for our country, it's time to stop working on Business as usual or worst business unusual."

During the turnover ceremony recently, Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson said people are expecting for a change that's why it is important to practice full transparency in the department's operations.

"We want to restore public trust in the DPWH. People expect a big change in the DPWH, I am here to serve the people and I am here to lead the DPWH into a new beginning," Singson said.

Singson also added that the new administration will focus on transparency by developing an effective feedback mechanism so that people would interact and provide information on various infrastructure issues and concerns.

Singson said that based on the instructions of President Benigno "Noynoy" Aquino III, the new DPWH leadership shall focus on transparency, optimizing budget and minimize budget leakage through prudent and efficient fund utilization, improve efficiency by removing red tape and streamline the processes, and, change in the organizational culture to restore public trust in the DPWH.

Singson also said that he will lead by example, he will not ask anyone to do something that he can do himself, as what he had said to President Aquino when he accepted the position as DPWH Secretary. "This is all about sacrifice, love of country and love for people," he said.

In line with the orders of President Aquino, the DPWH will focus on building more schoolbuilding projects to close the gap of classroom shortage, pursue flood control programs, strategic infrastructure allocation, encourage public-private partnerships by levelling the playing field, and build wider roads leading to major tourist destinations.

Prior to his appointment as the new DPWH Secretary, Singson is the President/CEO of Maynilad Water Services, former Senior Vice-President for Project Development of Citadel Holdings Inc. and Chairman and President of the Bases Conversion Development Authority. (PNA)
