ZAMBOANGA CITY, July 3 –The kidnappers of a Zamboangueno fish cage operator have asked for rtansom payment in exchange for the release of their captive, City mayor Cesar Lobregat said Saturday. Lobregat, who also heads the Crisis Management Committee (CMC), however, did not disclose the amount in exchange for the safe release of Vicente Barrios. He stood firm that CMC would stick to the "no ransom policy" of the government in working for the release of Barrios.
