GenSan cop faces multiple raps for meddling with arrest of illegal gambling suspects

GENERAL SANTOS CITY, June 24 – Police officials here filed various criminal and administrative charges against one of its personnel for allegedly instigating trouble inside a police station in the city and attempting to interfere with the arrest of four illegal gambling suspects earlier this week.

Senior Supt. Marcelo Pintac, city police director, said Thursday they formally filed charges of illegal possession of firearms, alarm and scandal and initiated dismissal proceedings against Senior Police Office 1 (SPO1) Abdul Basser Jolcanain, who allegedly showed up drunk and made an unruly scene inside police station number 06 here around dawn Tuesday.

He said Jolcanain, who was assigned at the city’s police station number 01, was reportedly furious with the arrest and detention late Monday night of four suspected “last two” bettors identified as Jocelyn Primor, Shirley Hernandez, Chona Olarte and Dylyn Cabaya.

The four suspects were arrested during a raid conducted by operatives of the Police Regional Office 12’s regional intelligence and investigation division on alleged betting stations of the illegal numbers game at the public market here.

“He barged into the police station, went berserk and shouted invectives and many other negative things on his fellow policemen. He then demanded to take the four suspects in his custody,” Pintac said.

But the police official said the duty policemen at the police station instead disarmed SPO1 Jolcanain and detained him.

He said it turned out that the handgun seized from the policeman was unlicensed.

Pintac said Chief Supt. Felicisimo Khu, Region 12 police director, immediately ordered the transfer of the erring policemen to the regional headquarters and placed him on restricted status.

He said Khu ordered Jolcanain to undergo retraining under the Philippine National Police’s character aptitude development training or CADET program pending the ongoing investigation of his case.

“(SPO1 Jolcanain) will have his hands full with these charges that we filed against him. These are very serious offenses and might lead to his dismissal from service,” Pintac said.

Aside from the initial charges they filed against SPO1 Jolcanain, he said Khu also ordered an investigation on his possible involvement in illegal gambling activities in the city, especially the proliferation of the “last two” in the city.

“Last two” is an illegal numbers game where the winning combination is derived from the last two digits of the winning number combination of the daily lotto draw of the Philippine Charity Sweepstakes Office.

The Police Regional Office 12 earlier issued a directive mandating all provincial, city and municipal police units in the region to conduct weekly raids and report weekly accomplishments regarding their campaigns against illegal gambling activities in their respective areas of responsibility.

Region 12 covers the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. (PNA)
