DSWD-Region 3 conducts forum for PWDs

CITY OF SAN FERNANDO, Pampanga, June 11 –Some 200 government workers, non-government organization members and other stakeholders recently participated in a regional forum on the promotion and protection of the welfare of persons with disabilities (PWDs) in Central Luzon.
Susan Dimabuyu, officer-in-charge of the Provincial Social Welfare and Development Office (PSWDO), said the one-day forum on the Magna Carta on the rights and privileges of PWDs was sponsored by the Department of Social Welfare and Development (DSWD) regional office.
Participants were given information on the salient points and highlights of Republic Acts (RA) 9942 and 10070, Dimabuyu said.
RA 9942 contains the Magna Carta on the rights and privileges of PWDs while RA 10070 pertains to the establishment of an institutional mechanism to ensure the implementation of program and services in every province, city and municipality.
Last April 6, President Gloria Macapagal Arroyo approved RA 10070 which stipulates the establishment of a persons with disabilities affairs office (PDAO) in every province, city and municipality.
Under the said act, the local chief executive shall appoint a PDAO head who will manage and oversee the operations of the said office.
Priority in the appointment is a PWD with work experience in providing programs and services for the said sector, she said.
In consideration of the budget restraints of fourth, fifth and sixth class municipalities, Dimabuyu said the local chief executive may, in lieu of the PDAO, appoint a focal person who shall handle the concerns of PWDs.
The PDAO shall be tasked to formulate and implement policies, plans and programs for the promotion of the welfare of PWDs in coordination with concerned national and local government agencies.
In addition, the PDAO shall also coordinate the implementation of the provisions of the said act including other relevant laws such as Batas Pambansa Blg. 344, otherwise known as the accessibility law.
The forum provided necessary inputs and insights for us who are concerned with the welfare of the PWD sector in the province and in the entire region, Dimabuyu said.
Also present in the forum were presidents and officers of provincial and regional federations of PWDs in Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales, government agencies such as the Department of Health (DOH), Trade and Industry (DTI), DSWD and municipal social workers of Masantol and Mabalacat towns.
