Shouting match between Ferrer, two individuals

MANILA, May 25 – A shouting match between a Commission on Elections (Comelec) official and two individuals highlighted the supposed to be a discussion on the controversial ballot secrecy folder.

According Dr. Arwin Serrano, Parish Pastoral Council for Responsible Voting (PPCRV) representative to the Comelec’s Bids and Awards Committee (BAC), said that Commissioner Nicodemo Ferrer has repeatedly shouted and pointed a finger at him.

“He (Ferrer) always talks in a loud voice and pointing fingers to your face. Sabi ko nga, kung baril yung finger niya, wala na, tadtad na kami ng bala,(As I said, if that finger is a gun, we were already riddled with bullets),” he said.

Serrano and Atty. Melchor Magdamo, who was a former lawyer in the office of Comelec Chairman Jose Melo, were invited by the Comelec en banc to shed light on the alleged anomalous contracts entered into by the poll body.

He said that he did not expect that to happen to the both of them since it came from a man occupying “an honorary position”.

The Comelec earlier recalled the awarding of the folder procurement contract to OTC Paper Supply after the discovery of their exorbitant price, wherein each of the 1.8 million ballot secrecy folders caused P380 each.

Ferrer admitted that he really pointed his finger at Serrano for peddling lies in the face of the commission.

Magdamo said they will be writing an affidavit regarding what transpired in the en banc meeting “for the record” since the recorders in the meeting were turned off when temperatures began rising. On the other hand, Ferrer said they are looking to file a libel case against Serrano and Magdamo for undermining the credibility of the Comelec for revealing to the media the alleged irregularities in the bidding proceedings in the commission.
