DPWH strengthens integrity development program

MANILA, May 11 — After being ranked 3rd among 177 government agencies in terms of compliance to the requirements of the Presidential Anti-Graft Commission’s (PAGC) Integrity Development Action Plan (IDAP), the Department of Public Works and Highways (DPWH) has reconstituted its Integrity Development Committee- Technical Working Group (IDC-TWG).

DPWH Secretary Victor Domingo said that in order to continuously sustain the implementation of the DPWH IDAP, a new technical working group was formed to work with the DPWH-IDC.

DPWH-IDC Chairman Asec. Raul Asis said that the PAGC conducts periodical evaluation of the 177 agencies in line with the commission’s integrity development action plan and moral renewal program.

“In order to sustain or even improve the department’s achievements, the new technical working group would surely help us in the strict implementation of our Integrity Development Program (IDP)” Asis added.

Among the Department’s IDP are the adoption of post-qualification procedures that will determine the contractor’s capability after bids are submitted, full participation in the “Bantay Lansangan” or Road Watch Program which is implemented by Australian Aid and other concerned NGO’s, presence of additional observers during bidding process such as the Catholic Bishops Conference of the Philippine and the use of independent procurement evaluators, technical audit, financial management advisors and internal audit strengthening to improve transparency and integrity of procurement process.

Under Special Order No. 72, Domingo assigned Rosalinda Juria from the DPWH Administrative Manpower and Management Service (AMMS) as Head of the IDC-TWG with Ms. Grace Lomarda from Planning Service as Asst.

Head and the members are composed of representatives from DPWH Monitoring and Information Service, Bureau of Design, AMMS, Internal Audit and Comptrollership and Financial Management Office.(PNA) LOR/LBV
