NEDA, JICA start ex-post evaluation of Japan ODA projects

MANILA, March 10 — The National Economic and Development Authority (NEDA) and the Japan International Cooperation Agency (JICA) recently met to start the joint ex-post evaluation of two Japanese-funded infrastructure projects.

The kick-off meeting initiated the NEDA-JICA joint ex-post evaluation which is usually scheduled two years after the project completion as prescribed by JICA’s Evaluation and Monitoring System for ODA loan projects.

The two projects to be reviewed jointly are Rural Road Network Development Project (RRNDP) and the Phase II and the Lower Agusan River Development Projects (LADP) – Flood Control (Stage I) and Irrigation (Stage II).

The RRNDP II, with total project cost of PhP6.4 billion, involved the rehabilitation and improvement of about 366.274 kilometers of roads and 1,007.48 linear meters (21 units) of bridges in the provinces of Ilocos Sur, Pangsinan, Cagayan, Nueva Ecija, Rizal, Camarines Sur, Iloilo, Negros Oriental, Eastern Samar, Misamis Oriental, Bukidnon, and Compostela Valley.

The RRNDP was constructed to provide a safe and efficient regional road network that will link rural areas to major arterial roads as well as improving and promoting regional industries and living standards.

Meanwhile, the LADP which costs PhP6.13 billion, is one of the priority undertakings in the Agusan River Basin located in Northeastern Mindanao.

With its two components, flood control and irrigation, the LADP’s purpose is to mitigate flood damage and increase agricultural production by irrigation facilities.

The joint ex-post evaluation, started in 2006, will rate the projects in terms of its relevance, effectiveness, impact, efficiency, and sustainability.

The joint evaluation, while improving the effectiveness and efficiency of the implementation of Japanese ODA loan projects, also aims to improve the evaluation capabilities of NEDA through the on-the-job training and technical assistance on institutional/capacity development of monitoring and evaluation.

Other projects which will undergo ex-post evaluation solely by JICA are the Philippines-Japan Friendship Highway Mindanao Section Rehabilitation Project (Phase I and II), the Rehabilitation and Maintenance of Bridges along Arterial Roads Project (Phase IV), and Arterial Road Links Development Project (Phase IV).

The evaluation report is scheduled to be finalized in October 2010. (PNA)
